REQUEST FOR COUNCIL ACTION <br /> Date: 12/08/14 <br /> Item No.: 7.i <br />Department Approval City Manager Approval <br />Item Description: Consider Approving IT Shared Service Agreement with the City of Centennial <br />Lakes <br />B <br />ACKGROUND <br />1 <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />2 <br />agreements (JPA) or Shared Services Agreements for the joint exercise of powers that are common to each <br />3 <br />entity. Over the past several months, Centennial Lakes Police (which serves the cities of Lexington, Circle <br />4 <br />Pines, and Centerville) and the City of Roseville have held on-going discussions in regards to the sharing of <br />5 <br />IT support services. Specifically, for the deployment of new Police mobile user security procedures for <br />6 <br />database access to the FBI. Roseville currently provides these same services to 7 other agencies. <br />7 <br />8 <br />The City of Roseville currently employs twelve full-time employees to administer the information systems <br />9 <br />for the City of Roseville and 34 other municipal and governmental agencies. The proposed Agreement with <br />10 <br />Centennial Lakes Police is similar to the other agreements in both structure and substance. <br />11 <br />12 <br />The attached Agreement has been approved by Centennial Lakes Police and is awaiting approval from the <br />13 <br />Roseville City Council. <br />14 <br />PO <br />OLICYBJECTIVE <br />15 <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />16 <br />the Imagine Roseville 2025 process. <br />17 <br />FI <br />INANCIALMPACTS <br />18 <br />The proposed Agreement provides non-tax revenues to support City operations. The hourly rates charged <br />19 <br />to other cities or entities are more than the cost of a City employee; yet substantially lower than could be <br />20 <br />obtained from private companies – hence the value to other cities is greater. For 2015, it is projected that <br />21 <br />the services provided to Centennial Lakes Police will include on-going services in the amount of $9,221.69 <br />22 <br />annually and a one-time setup charge of $7,504.86. <br />23 <br />24 <br />There is no budget impact. The presence of the Agreement along with existing revenue sources is <br />25 <br />sufficient to fund the City’s added personnel, software licensing, and related information systems costs <br />26 <br />related to the contracted services. <br />27 <br />28 <br />Page 1 of 2 <br /> <br />
