Mr. Schwartz and Mr. Culver each briefly reviewed project updates and <br /> maintenance activities listed in the staff report and attachments dated January 27, <br /> 2015. <br /> Discussion included clarification of tax increment financing (TIF) types of uses <br /> depending on the District with its defined area in accordance with applicable <br /> maps, and legislation and terms when implemented; recent award of Metropolitan <br /> Council funds, including for the Sherman apartment project at the intersection of <br /> Fairview Avenue and Terrace Drive in Roseville, and concerns in that immediate <br /> neighborhood regarding the project as proposed and neighborhood informational <br /> meetings held to-date; other confirmed development or redevelopment projects <br /> slated for the Twin Lakes Redevelopment Area and infrastructure specifics, <br /> including the extension of Twin Lakes Parkway; and local and regional traffic and <br /> transportation assessments for infrastructure needs. <br /> Further discussion included Chair Stenlund's request for additional information <br /> on the expiration date of each existing TIF District in Roseville; and how TIF <br /> District fund balances are determined based on contributions from taxes <br /> generated. <br /> Specific to the St. Croix and Wagner Lift Stations, at the request of Chair <br /> Stenlund, Mr. Culver explained the proposed work for each station, their size and <br /> one a stormwater and the other a sanitary lift station, all pending completion of <br /> the consultant study recently authorized by the City Council; and no significant <br /> amount of land being disturbed for work required at either location. <br /> Additional discussion included the maps included as attachments to the staff <br /> report, and identification of keys used on the map. <br /> 5. Sanitary Sewer Ordinance Update <br /> The City's Civil Engineer Kristine Giga was present to participate in this portion <br /> of the agenda. <br /> Staff provided a presentation on inflow and infiltration (UI)reduction and <br /> elimination efforts as a priority of the City, and authorization by the City Council <br /> for Ferguson Waterworks, as part of their replacement of water meters to <br /> complete the automated meter reading program, with an alternate bid component <br /> incorporating sump pump connection inspections. Staff noted that the data <br /> collected would be used to determine how much of a percentage of the overall UI <br /> was due to illegal sump pump connections. <br /> As part of that process, staff noted the need for an update of the City's current <br /> sanitary sewer ordinance (Attachment A), with a redlined copy indicating <br /> proposed revisions provided via bench handout, attached hereto and made apart <br /> hereof. Mr. Culver reviewed UI issues consisting of an excess flow of clear water <br /> being routed into the City's sanitary sewer system and therefore needing <br /> Page 2 of 14 <br />
