Regular City Council Meeting <br /> Monday, February 9,2015 <br /> Page 29 <br /> Specific to tuition reimbursement, City Manager Trudgeon clarified that a limited <br /> budget was available for any and all eligible City employees. Mr. Trudgeon fur- <br /> ther clarified that the Chief's request for tuition was specific to the Cadet program <br /> and identified early on and not part of the City's existing tuition reimbursement <br /> totally$5,000 city-wide. <br /> Under those circumstances, Councilmember McGehee stated that she withdrew <br /> her support for tuition reimbursement as it created a problem that wasn't needed; <br /> and opined that the Cadet position itself should be separate from tuition; and that <br /> there was no need for a separate position from that of the CSO position. <br /> Mayor Roe sought to clarify Councilmember McGehee's comment as to whether <br /> seeking an additional position was the problem for her or creating a separate job <br /> description. <br /> Councilmember McGehee opined that requesting another CSO position was fine <br /> with her if it included similar duties outlined in the Cadet job description; and <br /> agreed with the philosophy that each CSO position have an additional language <br /> capability. <br /> At the request of Councilmember Willmus, Chief Mathwig reviewed current posi- <br /> tions openings (two) in the department and potential timeframe in filling those <br /> two positions from a list of 2014 tested eligible candidates as approved by the Po- <br /> lice Civil Service Commission. <br /> Chief Mathwig apologized for his error in the Cadet job description, noting that it <br /> should indeed by"non-exempt." <br /> Councilmember Laliberte expressed her lack of understanding in a need to create <br /> a separate Cadet position from the CSO job description, other than to more easily <br /> identify slightly different job duties. Councilmember Laliberte noted there were <br /> still limited opportunities to bring in new officers, and obtain other great candi- <br /> dates for those positions in a timely manner. Councilmember Laliberte admitted <br /> that she was not entirely opposed to the Cadet position, but suggested only a pilot <br /> program with review as part of the 2016 budget process and depending on budget <br /> priorities at that time. <br /> Mayor Roe asked Chief Mathwig to respond to the differing duties on the Cadet <br /> and CSO job descriptions and rationale for both. <br /> Chief Mathwig noted changes to the existing CSO job description and reporting <br /> responsibilities, as well as supporting the Police Department's administrative ef- <br /> forts. However, Chief Mathwig noted that part of those CSO duties did not in- <br /> clude assisting diverse communities,which would be a function of the Cadet posi- <br />
