Request for HRA Action
Date: 02-17-15
Item No: 9.c.
Director Approval: Agenda Section:
Action
Description: Adoption the Final 2015 RHRA Budget
1
Requested Action:
2
3 The RHRA needs to review and adopt the 2015 budget prepared by staff.
4
5
2014 RHRA Budget Details
6 The RHRA previously adopted a budget at the November 18, 2014, meeting. Staff is bringing the
7 budget forward again because it now shows the actual carry-over of funds from 2014. The
8 preliminary budget estimated the amount of the expected carry-over. This budget includes all the
9 current programs that the RHRA provides as well as future programs that will come about from
10 the studies that are being done. There are still funds being budgeted for some programs that may
11 be eliminated or changed based upon the direction the RHRA Board receives following from the
12 City Council after it has completed its policy priority planning meetings in February, 2015.
44A4
14 The budget reflects the elimination of financial support for the Marketing Manager. Those funds
15 have been allocated to the Neighborhood Enhancement Program (NEP), which has been funded
16 by the HRA in the past.
44A4
18 Funds were also budgeted for hiring an intern to do research on the rental registration program
19 that regulates homes with 4 or fewer units. HRA staff was successful in getting a grant from the
20 University of Northwestern to pay for the interns time. Staff is suggesting that those funds be
21 used to partially fund the ECHO project. ECHO is the go-to resource for educational health,
22 safety, and emergency preparedness materials in multiple languages. ECHO develops these
23 materials by collaborating with subject matter experts, bilingual community leaders, and talented
24 ethnic spokespersons to craft high-quality programming and materials.
25
26
Staff Recommendation:
27 Staff recommends that the RHRA Board approve the 2015 RHRA Budget with the understanding
28 that the RHRA will be modifying it later to reflect a work plan that will be developed after the City
29 Council completes its policy priority planning meeting.
30
31
Suggested RHRA Action:
32 Motion to approve the 2015 RHRA Budget
44A4
34
Prepared by: Jeanne Kelsey, RHRA Executive Director (651) 792-7086
35
Attachment A: Amended 2015 RHRA Budget
2015 RHRA Budget February 17, 2015
