Agenda 3 <br />HRA Meeting <br />Minutes – Tuesday, January 20, 2015 <br />Page 5 <br />1 <br />While not a large budget expenditure, as stated in the by-laws, Member Wall questioned the <br />2 <br />need for a Recording Secretary versus staff providing those services, under procedures under <br />3 <br />Roberts Rules of Order. Under Roberts Rules, Member Wall noted that a record was only <br />4 <br />requited of action taken by the Board with no need for a detailed transcript. Member Wall <br />5 <br />referenced the extensive minutes provided from the November meeting, which was fairly short <br />6 <br />in duration; and sought comment from his colleagues. <br />7 <br />8 <br />Ms. Kelsey clarified that the body operated under Rosenberg’s Rules of Order, and should be <br />9 <br />corrected in the by-laws accordingly. <br />10 <br />11 <br />For the cost, Chair Maschka opined that he found the current approach and commentary <br />12 <br />extremely helpful in providing an historical review, especially with the work currently being <br />13 <br />undertaken by the HRA. Chair Maschka further opined that the current record was much <br />14 <br />better than what was available in the past. <br />15 <br />16 <br />Member Etten concurred with Member Wall that legally, it was required that the meeting <br />17 <br />record show little detail. However, at the City Council level, Member Etten noted that they <br />18 <br />had taken the approach that the more recorded and available for the community, advisory <br />19 <br />commissions, staff, and the body as a long-term resource, the better. Member Etten opined <br />20 <br />that Ms. Stowell provided that higher level of service in that area, even though at the City <br />21 <br />Council level they could choose to make a different decision as well on how much detail to <br />22 <br />record. While not all Boards and Commissions used the services of Ms. Stowell, Member <br />23 <br />Etten advised that they all kept minutes beyond what was essentially required. <br />24 <br />25 <br />Historically and prior to having Ms. Stowell as Recording Secretary, Ms. Kelsey advised that a <br />26 <br />staff person was tasked to listen to a tape recording of the meetings after the fact and transcribe <br />27 <br />minutes. Ms. Kelsey noted that it was decided that staff time was valuable and could and <br />28 <br />should be used more efficiently. Ms. Kelsey noted the challenges for staff when motions were <br />29 <br />not reported accurately. Since using this process, Ms. Kelsey noted the immediacy in <br />30 <br />correcting any comments to accurately reflect HRA actions. If the HRA decided to record <br />31 <br />their meetings in a different manner, Ms. Kelsey advised that there was no current staff person <br />32 <br />with time available to perform those services. <br />33 <br />34 <br />At the request of Member Wall, Ms. Kelsey noted that actual recordings of meetings are no <br />35 <br />longer kept in-house, and not indexed, making research much more time-consuming and <br />36 <br />difficult for staff or the public versus the availability of those records on laser fiche. <br />37 <br />38 <br />Ayes: 5 <br />39 <br />Nays: 1 (Wall) <br />40 <br />Motion carried. <br />41 <br />42 <br />7.Public Hearings <br />43 <br />44 <br />8.Presentations <br />45 <br />46 <br />9.Action Items <br />47 <br />48 <br />a.Dale Street <br />49 <br />Executive Director Kelsey provided a summary of the request to terminate any further <br />50 <br />relationship with Greater Metropolitan Housing Corporation (GMHC) for redevelopment of <br />51 <br />the Dale Street Fire Station site, as detailed in the staff report dated January 20, 2015. Ms. <br />52 <br />Kelsey sought further discussion and direction to staff on the possibility of soliciting proposals <br />53 <br />for 2325 Dale Street, 657, 661, 667, and 675 Cope Avenue, using the past preliminary plat <br />54 <br />adopted for the site as a sample of what was preferred for housing options and density for the <br />55 <br />site. <br /> <br />
