REQUEST FOR HRA ACTION <br />Date: 2-17-15 <br />Item No: 2.a. <br />Staff Approval: Agenda Section: <br /> Roll Call <br />Item Description: Adoption of By-laws <br />Background <br />1 1.0 <br />2 Per State Statute 469.011 - Authority operations, the HRA shall elect officers, amend or <br />3 affirm the bylaws and set regular meeting dates that are open to the public. <br />4 <br />5 469.011 Authority operations. <br />6 <br />7 Subdivision 1. Powers in commissioners; quorum. The powers of each <br />8 authority shall be vested in its commissioners in office at any time; a majority of <br />9 whom shall constitute a quorum for all purposes. <br />10 <br />11 Subd. 2. Officers; bylaws. Each authority shall select a chair, vice chair and a <br />12 secretary from among its commissioners and shall adopt or affirm bylaws and <br />13 other rules for the conduct of its affairs that it deems appropriate. <br />14 <br />15 Subd. 3. Meetings. The regular meetings of an authority shall be held in a fixed <br />16 place, except that meetings of a multicounty authority may be held anywhere <br />17 within the boundaries of the area of operation of the authority or within any <br />18 additional area where the authority is authorized to undertake a project, and shall <br />19 be open to the public. <br />20 <br />21 Attached is the Roseville Housing & Redevelopment Authority bylaws. At the January 20, <br />22 2015 RHRA meeting, the election of officers occurred as did the adoption of the regular <br />th <br />23 meeting dates and times. The bylaws were presented and discussed at the January 20 <br />24 meeting and modifications were requested. The recommended changes are reflected in the <br />25 bylaws before you for your consideration. <br />26 <br />27 <br />Suggested RHRA Action <br />28 2.0 <br />29 Review attached amended Bylaws. <br />30 By resolution, adopt bylaws for 2015. <br />31 <br />32 <br />Attachments: A.
