Agenda 3 <br />HRA Meeting <br />Minutes – Tuesday, January 20, 2015 <br />Page 18 <br />1 <br />Further discussion included how to make this program more valuable to residents by removing <br />2 <br />the income restrictions and lowering interest rates based on the current market; reiterating the <br />3 <br />HRA’s goal that “any improvement is a good improvement;” and these recommendations <br />4 <br />based on a thorough review presented previously by staff on trends in building permit <br />5 <br />activities. <br />6 <br />7 <br />Staff was directed to use available media sources of the City to spread the word about the <br />8 <br />program; with Ms. Kelsey also noting that the information would be shared by the HRC’s staff <br />9 <br />and their Construction Manager. <br />10 <br />11 <br />Member Wall suggested that staff share the information with local banks as well as the City <br />12 <br />attempts to work in partnership with them for residents seeing to make home improvements. <br />13 <br />14 <br />Motion: Member Etten moved, seconded by Member Masche to approve revisions to the <br />15 <br />Home Improvement Loan Program HF0065 and Guidelines, as detailed in the staff <br />16 <br />report dated January 20, 2015, lines 17 – 36. <br />17 <br />18 <br />Ayes: 6 <br />19 <br />Nays: 0 <br />20 <br />Motion carried. <br />21 <br />22 <br />6.f . Affirm Contract with Housing Resource Center for Services <br />23 <br />Ms. Kelsey noted a minor revision in the proposed 2015 consultant services agreement <br />24 <br />(attached to the staff report) with the Greater Metropolitan Housing Corporation for the <br />25 <br />Housing Resource Center, increasing loan closing costs from $350 to $425 (page 2, Section 3 <br />26 <br />(Compensation ). <br />27 <br />28 <br />Motion: Member Majerus moved, seconded by Member Lee to approve the 2015 <br />29 <br />Consultant Service Agreement with the Greater Metropolitan Housing Corporation for <br />30 <br />the Housing Resource Center, as revised, increasing loan closing costs from $350 to $425 <br />31 <br />(page 2, Section 3 (Compensation ). <br />32 <br />33 <br />Ayes: 6 <br />34 <br />Nays: 0 <br />35 <br />Motion carried. <br />36 <br />37 <br />10.Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />38 <br />39 <br />a.Home and Garden Fair Update <br />40 <br />Ms. Kelsey provided an update on the 2015 Fair scheduled February 21, 2015, including a new <br />41 <br />premier sponsor, as well as several new sponsors, and returning sponsors and vendors. <br />42 <br />43 <br />Ms. Kelsey briefly reported on new activities and workshops planned, still being finalized; and <br />44 <br />advised Members that she would be contacting them in the near future for individual <br />45 <br />scheduling to host the event, with individual Councilmembers serving to welcome attendees. <br />46 <br />47 <br />Member Wall sought background information on this annual event, including costs, average <br />48 <br />attendance, Roseville residents versus outside attendance, and how the event’s success is <br />49 <br />measured annually. <br />50 <br />51 <br />Hotel/Motel Study Update <br />52 <br />Ms. Kelsey briefly updated the Board on the Hamline University study on Roseville motels <br />53 <br />and hotels scheduled to begin February 4, 2015, with a Graduate Student recently assigned as <br />54 <br />Project Manager, with that student currently working as an Assistant Administrator with the <br />55 <br />City of Oakdale. <br /> <br />
