Addendum A <br />By-Laws: Roseville Human Rights Commission <br />Program Planning Parameters <br />Pursuant to City Ordinance the Roseville Human Rights Commission will promote, <br />sponsor, and support programs that aim to advance civil and human rights in the City of <br />Roseville, MN. In that the Human Rights Commission is charged with developing formal and <br />informal educational programs to assist with the implementation of the Minnesota State Act <br />Against Discrimination, and in that the Commission is responsible for providing leadership in <br />recognizing and resolving potential problems related to civil and human rights in the community <br />(204.05), the Commission welcomes opportunities to collaborate in educational programming <br />and events in various ways with other groups around such areas of common concern. The <br />Human Rights Commission may facilitate presentations and events offered by diverse groups <br />that aim at addressing concerns pertaining to civil rights, human rights, and/or civic engagement. <br />The Human Rights Commission may opt to support, sponsor, and/or promote programming as <br />follows <br />Support: <br />The Human Rights Commission may support programs or events whenever <br />said programs or events reflect an established position of the Human Rights Commission. <br />Prior to supporting a program, the Commission or Committee will research the nature of <br />the program and the topic. Reasons for support will be shared at a Commission meeting. <br />Specific programs are supported by the Commission only when the program is advancing <br />a particular cause (or position) and the cause (or position) is one supported by the <br />Commission. <br />Sponsor: <br />The Human Rights Commission may sponsor or co-sponsor another’s program <br />in the community, or in another community in the Twin Cities metropolitan area, <br />whenever it decides to collaborate with another group in order to host a program in <br />support of human or civil rights. Specific programs are sponsored by the Commission if <br />and only if there is agreement by the Commission that the program will be developed in <br />collaboration with others and that the program will provide a valuable opportunity for the <br />community to engage in consideration of human or civil rights issue. <br />Promote: <br />The Program Planning Committee may promoteevents being offered in the <br />community that come to their attention, provided that the program is relevant to Roseville <br />and provided that the Committee finds the program to aim at advancing civil or human <br />rights. When a group offers programming intended to address a civil or human rights <br />concern (in their own view), the Program Planning Committee may promote the event by <br />notifying City residents of the event. Promoting an event does not imply that the Human <br />Rights Commission or its Program Planning Committee supports the group’s <br />interpretation of the issue, nor that the Commission or Committee is sponsoring the <br />7 <br />DraftAmendmentstoByLaws <br /> <br />
