<br />CITY COUNCIL OF THE CITY OF
<br />ROSEVILLE, MINNESOTA

<br />HELD: February 10, 2003
<br />
<br />Pursuant to due call, a regular meeting of the City Council of the City of Roseville,
<br />Ramsey County, Minnesota, was duly held at the City Hall on February 10, 2003, at 6:00 P.M.,
<br />for the purpose, in part, of considering proposals for, and awarding the competitive negotiated
<br />sale of, $9,700,000 General Obligation Municipal Building Bonds, Series 2003A
<br />
<br />The following members were present: Mayor John Kysylyczyn, Craig Klausing, Tom
<br />Kough, Dean Maschka, and Greg Schroeder
<br />
<br />and the following were absent: none
<br />
<br />The City Finance Director presented proposals on $9,700,000 General Obligation
<br />Municipal Building Bonds, Series 2003A of the City, for which proposals were to be received,
<br />opened and tabulated by the City Finance Director, or designee, this same day, in accordance
<br />with the resolution adopted by the City Council on January 13, 2003.

<br />The following proposals were received, opened and tabulated at 11 :00 AM., Central
<br />Time, at the offices of Springsted Incorporated, in the presence of the City Finance Director, or
<br />designee, on this same day:

<br />The Council then proceeded to consider and discuss the proposals, after which member
<br />Kysylyczyn introduced the following resolution and moved its adoption:

<br />RESOLUTION ACCEPTING PROPOSAL ON THE
<br />COMPETITIVE NEGOTIATED SALE OF
<br />$9,700,000 GENERAL OBLIGATION MUNICIPAL BUILDING BONDS,
<br />SERIES 2003A, AND PROVIDING FOR THEIR ISSUANCE
<br />
<br />A WHEREAS, the City Council of the City of Roseville, Minnesota (the "City"),
<br />held an election on November 5, 2002, at which the electorate approved the issuance of general
<br />obligation bonds in an amount not to exceed $9,700,000 to defray the expense of the acquisition
<br />and betterment of a public safety and public works facility in the City (the "Project"); and
<br />
<br />B. WHEREAS, the City Council has heretofore determined and declared that it is
<br />necessary and expedient to issue $9,700,000 General Obligation Municipal Building Bonds,
