Call to Order <br />4 <br />Chair Boguszewski called to order the Variance Board meeting at approximately 5:30 p.m. and <br />5 <br />reviewed the role and purpose of the Variance Board. <br />6 <br />2. Roll Call & Introductions <br />7 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />8 <br />Members Present: <br />Chair Michael Boguszewski; and Commissioners Robert Murphy and <br />9 <br />Shannon Cunningham <br />10 <br />Others Present: <br />Alternate Variance Board Member James Daire <br />11 <br />Staff Present: <br /> City Planner Thomas Paschke <br />12 <br />3. Public Hearing <br />20 <br />a. PLANNING FILE 15-001 <br />21 <br />Request by Pizza Lucé, owner of the property at 2851 Snelling Avenue, for a <br />22 <br />VARIANCE to the tree replacement formula of Roseville City Code, Section <br />23 <br />1011.04G (Tree Preservation and Restoration in All Districts) and a VARIANCE to <br />24 <br />the parking lot island requirements in Section 1103.03.C (Landscaping and <br />25 <br />Screening in All Districts), to allow redevelopment of the former Countryside <br />26 <br />Restaurant site into a new Pizza Lucé location <br />27 <br />Chair Boguszewski opened the Public Hearing for Planning File 15-001 at 5:35 p.m. <br />28 <br />City Planner Thomas Paschke summarized the request and staff’s analysis as detailed in <br />29 <br />the staff report dated January 7, 2015. <br />30 <br />At the request of Member Cunningham, Mr. Paschke clarified that, under the current City <br />31 <br />Tree Preservation Ordinance, a property’s tree inventory was cumulative, with no credit <br />32 <br />given for trees defined as “significant,” only those defined as “heritage trees,” thus <br />33 <br />prompting the requested variance. Mr. Paschke noted that this development plan, and <br />34 <br />associated variance request, was occurring for Pizza Lucé while the City Council was <br />35 <br />having discussion on potential revisions to the current Tree Preservation Ordinance, but <br />36 <br />current code was in effect for consideration of the variance request. <br />37 <br />Mr. Paschke displayed a revised tree plan received from Pizza Lucé developers that met <br />38 <br />required parking stalls on the property, and removed some required parking islands to <br />39 <br />facilitate creation of a larger proposed island to preserve remaining existing heritage <br />40 <br />trees on the site. <br />41 <br />Mr. Paschke advised that staff supported the variance request for caliper inch <br />42 <br />requirements and elimination of four parking islands to allow preservation of and removal <br />43 <br />of some existing trees, as outlined in their analysis in the staff report. <br />44 <br />Mr. Paschke noted that the City’s Forester was present to address any questions of the <br />45 <br />body. <br />46 <br /> <br />
