DPZA <br />ETAILEDROPOSAL AND ONINGNALYSIS <br />1 <br />th <br />In early March, the City Planner was approached by members of the Saint Rose of Lima 75 <br />2 <br />Anniversary Committee regarding their desire to install two temporary signs on the school <br />3 <br />building to promote a September celebration. Each sign would be 8 feet by 16 feet (128 sq. ft.) <br />4 <br />with one on the front and one on the rear of a school building. A copy of the written narrative <br />5 <br />detailing the proposal along with a copy of the proposed sign and location photos is included <br />6 <br />with this report as Attachment C. <br />7 <br />The City Planner informed committee members that banners were prohibited and that their <br />8 <br />desired size and duration request exceeded what is allowed in the Roseville Zoning Code <br />9 <br />§1010.07 and would require a variance. <br />10 <br />City Code §1010.03C (Prohibited Signs) prohibits such signs as banners, flashing, mobile, and <br />11 <br />portable signs, §1010.07.A3 (Size) limits the size of a temporary sign to 32 square feet, <br />12 <br />§1010.07.A4 (Duration) limits a temporary sign to no more than 60 days in a calendar year, <br />13 <br />and§1010.07.A5 (Number) limits a site to no more than 2 temporary signs. As indicated above, <br />14 <br />the proposal by Saint Rose of Lima seeks the installation of 2 temporary signs 128 sq. ft. in size <br />15 <br />and for a duration of approximately 6 months. <br />16 <br />Planning Division staff believes that the zoning code’s limit on the size of a temporary sign is <br />17 <br />relative to the area businesses typically use or have available for such signage. The Code also is <br />18 <br />designed to minimize the clutter of temporary signs by limiting the number to 2 and the duration <br />19 <br />to 60 days. <br />20 <br />While the code is designed to support a modest temporary event, sale, or other business sign, the <br />21 <br />Planning Division believes that the code does not allow for very special and infrequent events <br />22 <br />th <br />such as the St. Rose 75 anniversary, even though the Institutional District is included under the <br />23 <br />Temporary Sign requirements. <br />24 <br />VA <br />ARIANCENALYSIS <br />25 <br />RV: Section 1009.04C of the City Code establishes <br />26 EVIEW OF ARIANCE APPROVAL REQUIREMENTS <br />a mandate that the Variance Board make five specific findings about a variance request as a <br />27 <br />prerequisite for approving the variance. Planning Division staff has reviewed the application and <br />28 <br />offers the following draft findings. <br />29 <br />a. <br />The proposal is consistent with the Comprehensive Plan. Planning Division staff believes <br />30 <br />that the proposal is generally consistent with the Comprehensive Plan as this document <br />31 <br />encourages business development and growth throughout the City and advertising a <br />32 <br />business and/or the events they undertake supports or encourages such growth. <br />33 <br />b. <br />The proposal is in harmony with the purposes and intent of the zoning ordinances. <br />34 <br />Planning Division staff believes that the proposal is consistent with the intent of the <br />35 <br />zoning ordinances because while the temporary sign regulations support specifically <br />36 <br />sized signs and their duration, the code does not contemplate unique events that occur <br />37 <br />from time to time. As a way to ensure the proposal adheres to the purpose of the Zoning <br />38 <br />Code, an approval of the variance can include conditions related to the overall size of the <br />39 <br />2 promotional signs and their duration. §1010.07.A3 (Size) limits size to 32 sq. ft., <br />40 <br />which would be impractical for promoting this event, especially if placing in an area that <br />41 <br />is 24 feet wide and 36 feet tall. Further, §1010.07.A4 (Duration) limits the duration of <br />42 <br />temporary signs to 60 days, however, such events typically are promoted for several <br />43 <br />months so including a removal date of September 20, 2015, would be reasonable. <br />44 <br />PF15-003_RVBA_040115 <br />Page 2 of 4 <br /> <br />
