<br />h.Reserves <br />i. <br />Includes a minimal reserve fund. <br />3.22008 Suggested Levy Request <br />a. <br />Based upon the budget considerations discussed staff has prepared two potential <br />budgets and levy requests as follows. <br />Minimal levy to support existing programs and $100,000 in funding <br />i. <br />for Har Mar renovation = $255,750. <br />The minimal levy request will <br />allow the HRA to continue to serve the residents with existing <br />programming and provide some additional marketing. In addition, it <br />provides some funding to address rental housing upon recommendation <br />from the Citizen Advisory Group. <br />ii.Maximum Levy = $605,220 to provide adequate funding to address <br />the aging multifamily housing stock. The maximum levy request will <br />allow the HRA to address larger, more complex housing issues in the <br />City and those goals associated with the Imagine Roseville 2025 <br />report. Adequate funding for housing will allow more leverage to <br />address larger renovation and deteriorating housing now rather than <br />wait until a much larger investment is needed in future years. <br />b.Attached is a summary of the impact to taxpayers from varied levy requests. <br />Suggested HRA Action: <br />4.0 <br />4.1Based upon the HRAs discussion regarding the Imagine Roseville 2025 goals and <br />strategies and in evaluation of current programs needs, the following actions are <br />suggested. <br />By motion <br />a., adopt a preliminary 2008 Budget (with HRA member changes) for <br />levy fund 723. <br />By resolution <br />b. (draft attached), request an HRA Tax Levy for 2008 to be <br />forwarded to the City Council as part of the budget and truth in taxation hearings <br />that will include either the minimum or maximum levy request as outlined in 3.2 <br />of the staff report above <br /> HRA Budget Adoptions_2008 - Page 4 of 4 <br />
