Comprehensive Deer Management Plan Components <br />Currently there is not a full and active coordinated effort between Ramsey County and the cities in Ramsey <br />County. All efforts are up to each individual jurisdiction. <br />The potential components of a Comprehensive Deer Management Plan may include topics outlined in this <br />report, a plan for coordinated efforts with and between the County and surrounding cities, as well as <br />identifying the goals, objectives and policies of a city specific program. <br />Possible Locations for Control <br />Ramsey County and the United States Department of Agriculture (USDA) and/or the Minnesota Bow <br />Hunters Resource Base (MBRB) would provide a site review and work with individual cities on <br />recommended areas. <br />Areas recommended would include the highly populated areas per the last aerial count. <br />o USDA (sharp shooting) - most likely would be the areas by Lake Owasso <br />o MBRB (bow hunting) - most likely would include larger areas such as Reservoir Woods and <br />the area by Lake Josephine. <br />Process <br />The general process will include: <br />• Roseville decides whether or not a control is warranted <br />• Roseville decides whether or not a feeding restriction is warranted <br />� Roseville pursues an ordinance change <br />• Roseville enforces ordinance with violation <br />• Roseville works with Ramsey County to determine control type and location <br />• Roseville works directly with the Minnesota Bow Hunters Resource Base (MBRB) &/or United <br />States Department of Agriculture (USDA) depending on method desired <br />Suggested Roseville Ordinance Components <br />a. Feeding Restriction/Ban <br />i. To include all wild animals including deer, geese, coyote, .... <br />ii. ........ <br />b. Exceptions to feeding restrictions to include: <br />i. Songbirds <br />ii. Use of Deer resistant feeders, i.e. enclosures accessible to birds only <br />iii. Food/garden plots <br />iv. ......... <br />c. Penalties <br />i. Violations enforced — who does it and how? <br />ii. Penalty to include meaningful consequences <br />iii. .......... <br />d. Include control mechanisms as warranted, i.e. hunts <br />i.
