��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Dzpa - leilt proval <br />� �� �.�.. <br />Item Description: Twin Lakes Discussion of Next Steps <br />BACKGROUND <br />Date: April 13, 2015 <br />Item No.: 15.d <br />City Manager Approval <br />At the March 23, 2015 City Council work session the City Council provided input regarding a <br />wide range of implementation items for Twin Lakes grouped around 8 areas as follows: <br />1. Seeking a strategic brownfields consultant <br />2. Whether any of the subareas where public input indicated very little support for <br />residential uses (Subareas 2, 5, 6 or 7) should be considered for rezoning to a more <br />traditional commercial district rather than a mixed use district. <br />3. Whether Big Box retail or 24 hours operations should be further restricted in any areas. <br />4. Whether height should be restricted in any areas. <br />5. Whether any areas that have not been redeveloped should be considered for upgrade <br />rather than redevelopment areas <br />6. Whether there are any other uses that should be reconsidered as far as permitted, <br />conditional or prohibited status based on the feedback that has been received <br />7. Whether expansion of Langton Lake Park should be considered <br />8. Whether the City Council would still like to pursue the previously tabled rezoning of the <br />HDR zoned area north of Terrace Drive or take some other action <br />Staff has reviewed the direction received from the City Council against existing <br />workload/staffing (with other urgent items such as the Dale Street project) and is proposing the <br />following schedule to start bringing items forward (subject to the normal Council agenda setting <br />process modifications): <br />1. April 9/ 10: <br />2. April 13: <br />3. Apri124: <br />4. May 4: <br />5. TBD: <br />6. May 21-22 <br />7. June 22: <br />8. Aug 4: <br />Consultant interviews for code writing assistance (PUD ordinance) <br />Provide Big Box definition discussion to City Council <br />Issue RFP for brownfields consultant <br />Initiate CMU Land Use Table discussion with the City Council <br />HRA Strategic Planning re: Terrace Drive subarea design/incentive study <br />Brownfield Consultant Interviews <br />Council Draft PUD Ordinance Work Session <br />First meeting with Parks & Rec. Comm. to discuss Langton Lake Park <br />In addition, the City Council requested that staff return with some indication of how other <br />communities define "big box" retail. <br />Page 1 of 3 <br />
