��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />r�. <br />Date: Apri120, 2015 <br />Item No.: 8.d <br />City Manager Approval <br />Item Description: Approve Resolution Awarding Bid for 2015 Pavement Management <br />Proj ect <br />BACKGROUND <br />The 2015 Pavement Management Project consists of all street mill and overlay projects. Plans <br />and speci�cations were developed for the project and bids were solicited in March. This year's <br />PMP project also includes Roselawn Avenue which is a border road with the City of Falcon <br />Heights. As such, Falcon Heights does have a cost contribution to this project. <br />The bids were opened at 11 a.m. on Wednesday, April 15, 2015. Four qualified bids were <br />received for this year's project. After thorough review of the bids received staff recommends <br />awarding the following work as a part of the 2015 Pavement Management Project: <br />P-15-04 Mill and Overlay Project — Approximately 4.7 miles of roadway (See Attachment B for <br />the street segments in the 2015 Pavement Management Program) <br />P-1 S-O4 WATERMAIN REPLACEMENT <br />• Roselawn Ave (Fairview Ave to Snelling Ave) <br />• Ryan Ave (Hamline Ave to Fernwood Ave) <br />• Draper Ave (Hamline Ave to Fernwood Ave) <br />P-1 S-O4 STORM WATER IMPROVEMENTS <br />• Millwood Ave (near Victoria Street) <br />• Mid Oaks Lane (near Roselawn Ave) <br />• Ryan Ave (near Aldine St) <br />POLICY OBJECTIVE <br />Based on past practice, the City Council has awarded the contract to the lowest responsible <br />bidder. For the 2015 Pavement Management Project, the apparent low bid is Park Construction <br />Company of Minneapolis, Minnesota. The following is a summary of the bids received for this <br />project: <br />Contractor Bid <br />Park Construction Com an $2,312,776.03 <br />T.A.
