HRA Meeting <br />Minutes – Tuesday, February 17, 2015 <br />Page 3 <br />1 <br />Mr. Bilotta responded that, if the HRA agrees to staff’s recommendation as detailed in the <br />2 <br />report dated February 27, 2015, from a policy perspective, this would provide enough <br />3 <br />information at the staff level to move forward. Mr. Bilotta advised that both he and Ms. <br />4 <br />Kelsey would continue to work cooperatively on the development, but that he would step into <br />5 <br />the lead role with Ms. Kelsey’s assistance and him responsible directly to the City Council. <br />6 <br />Mr. Bilotta further advised that he did not see this stopping anything in play; and any future <br />7 <br />actions or staff recommendations would still need to come before the City Council, with the <br />8 <br />HRA updated as applicable. Mr. Bilotta noted that staff was not yet aware of how long this <br />9 <br />documentation would take to move forward, but this requested action would facilitate that <br />10 <br />process. <br />11 <br />12 <br />Member Lee stated that she did not want this action to impede the development. <br />13 <br />14 <br />Mr. Bilotta concurred, noting that this action was intended to make things move faster, and <br />15 <br />was really the only intent of staff’s recommendation. <br />16 <br />17 <br />Friendly Amendment to the Motion: Member Wall moved, seconded by Member <br />18 <br />Majerus a friendly amendment to the motion a provision that the Housing & <br />19 <br />Redevelopment Authority look at any agreements before signed; and that language of the <br />20 <br />agreements remove any obligation or liability of the HRA, and that the HRA be held <br />21 <br />harmless from any subsequent claims or litigation from anyone. <br />22 <br />23 <br />Friendly Amendment to the Motion <br />24 <br />Ayes: 6 <br />25 <br />Nays: 0 <br />26 <br />Motion carried. <br />27 <br />28 <br />Member Wall questioned what reimbursement the HRA would be receiving for the HRA- <br />29 <br />owned parcels. <br />30 <br />31 <br />HRA Executive Director Kelsey advised that this would be negotiated between the HRA and <br />32 <br />City; and would return to the HRA once determined with a full explanation. As part of those <br />33 <br />negotiations, Ms. Kelsey noted that TIF funds could be allocated, but they needed to be tapped <br />34 <br />in the right way for any reimbursement of the project for land acquisition. <br />35 <br />36 <br />Original Motion as Amended <br />37 <br />Ayes: 6 <br />38 <br />Nays: 0 <br />39 <br />Motion carried. <br />40 <br />41 <br />10.Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />42 <br />Since the HRA would not be meeting again until the end of March due to vacation schedules, Ms. <br />43 <br />Kelsey briefly updated them on staff’s ongoing meeting with the School Districts 621 and 623 on a bi- <br />44 <br />monthly basis in an effort to facilitate coordination between Roseville businesses and their needs and <br />45 <br />skill sets of high school graduates. As a result of those efforts, Ms. Kelsey advised that this week Hed <br />46 <br />Cycle, a high performance tire manufacturer for bicycle competitions, and a newer business in <br />47 <br />Roseville as of December of 2014, had expressed their interest in pursuing opportunities with the <br />48 <br />School Districts for their employee base by offering hands-on technical and mechanical efforts. Ms. <br />49 <br />Kelsey advised that the company had moved from their 6,000 square foot facility in Shoreview to their <br />50 <br />25,000 square foot facility in Roseville, and was already experiencing the need to expand further. <br />51 <br />52 <br />Regarding the 2015 Home & Garden Fair, Ms. Kelsey reported positive feedback from those attending, <br />53 <br />sponsors and vendors; and noted a more detailed analysis would be available for the HRA at their <br />54 <br />March meeting, including survey results and other information for the body’s decision-making moving <br />55 <br />forward with this annual event. <br /> <br />
