HRA Meeting <br />Minutes – Tuesday, March 31, 2015 <br />Page 3 <br />1 <br />Chair Maschka noted several other positive recent steps in the appointment of Ramsey County <br />2 <br />Commissioner Blake Huffman as Chair of the Ramsey County HRA and his previously stated <br />3 <br />interest in the SE area of Roseville; and appointment by Governor Dayton of former City of <br />4 <br />Roseville Mayor Craig Klausing as Chair of the Minnesota Housing Finance Agency, which <br />5 <br />could prove advantageous in funding needs for the Fairview Apartment project and other <br />6 <br />housing funding issues. <br />7 <br />8 <br />When meeting earlier today with Mr. Bilotta, Chair Maschka suggested the HRA may consider <br />9 <br />a future tour of some of the areas under discussion by the HRA, especially the Twin Lakes area <br />10 <br />west of County Road C and Fairview Avenue to look at some past and potential future projects <br />11 <br />for flexible office uses. Chair Maschka opined that there appeared to be less opposition from <br />12 <br />neighbors for that type of use that created activity during the week rather than on the <br />13 <br />weekends. <br />14 <br />15 <br />Member Majerus noted this would involve the HRA in moving toward economic development <br />16 <br />issues, confirmed by Chair Maschka as one of the HRA’s roles and part of the upcoming <br />17 <br />strategic planning discussions to dovetail with City Council efforts. Member Majerus <br />18 <br />suggested the Community Development Department and HRA needed to flesh that out. <br />19 <br />20 <br />Chair Maschka expressed his excitement with the potential projects coming forward, and areas <br />21 <br />to consider. <br />22 <br />23 <br />5.Community/Citizen Comments <br />24 <br />None. <br />25 <br />26 <br />6.Consent Agenda <br />27 <br />Community Development Director Bilotta briefly reviewed Consent Agenda items; as detailed in <br />28 <br />specific staff reports and attachments dated March 31, 2015. Mr. Bilotta noted that permit activity is <br />29 <br />already 18% over that of 2014. Specific to the Housing Resource Center report and as part of the rental <br />30 <br />licensing re-inspections, Mr. Bilotta advised that staff would be making a concerted effort to encourage <br />31 <br />rental property owners to borrow money from the HRA to clean up their properties faster and make <br />32 <br />improvements to those units receiving lower grades in the first round of inspections. <br />33 <br />34 <br />a.Acceptance of HRC Monthly Reports for February 2015 <br />35 <br />36 <br />Motion: Member Lee moved, seconded by Member Majerus to approve the Consent <br />37 <br />Agenda as presented. <br />38 <br />39 <br />Ayes: 6 <br />40 <br />Nays: 0 <br />41 <br />Motion carried. <br />42 <br />43 <br />7.Public Hearings <br />44 <br />At approximately 6:16 p.m., Chair Maschka opened the Public Hearing for the purpose of hearing <br />45 <br />public comment regarding the sale of 2325 Dale Street and 657, 661, 667 and 675 Cope Avenue to the <br />46 <br />City of Roseville; and closed the public hearing at approximately 6;18 p.m. with no one appearing for <br />47 <br />or against. <br />48 <br />49 <br />Mr. Bilotta introduced HRA Attorney Martha Ingram, who briefly reviewed provisions of interest to <br />50 <br />and as previously requested by the HRA for this requested property conveyance, under the requirements <br />51 <br />of the HRA Act. Ms. Ingram referenced paragraphs addressing indemnification and making the HRA <br />52 <br />whole, the purchase price by the City to cover incurred costs of the HRA in purchasing and holding the <br />53 <br />properties, and payment by the City of closing costs and those HRA incurred costs to-date, and the <br />54 <br />projected closing date on the properties. <br />55 <br /> <br />
