Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: April 28, 2015 Item No: 5 <br />Item Description: Communication Items <br />Projects update: <br />• Victoria Street Reconstruction and Sidewalk Project: Bids for this project were opened on <br />Thursday, April 9t'. Staff received four bids for this project with the lowest bid coming in <br />approximately 3% higher than the engineer's estimate. The City Council awarded this <br />project on Monday, April 201h and staff is working with the contractor to set up the <br />preconstruction meeting. Once that meeting occurs a mailing will be sent to the residents <br />along the project corridor to inform them of the proposed schedule and other details <br />related to the project. <br />• Pavement Maintenance Program follow-up: At the April 13th City Council meeting, staff <br />presented the same information on Pavement Maintenance to the Council that was <br />presented to the PWET Commission at their March meeting. As a review, due to the <br />proliferation of a new distress that we call delamination, staff was advising the <br />suspension of the seal coat program for likely several years until we know that the <br />interaction between the seal coat and the top layer of pavement is no longer an issue. <br />Staff further recommended transferring the funds that were dedicated to the seal coat <br />program and use them to accelerate our mill and overlay program. The Council received <br />the presentation and, after some discussion, ultimately voted to suspend the seal coat <br />program and apply those funds to the annual Pavement Management Program. <br />• 2015 PMP Project: Bids for the annual Pavement Management Project were opened on <br />Wednesday, April 15. Staff received four bids for the project. The low bid was <br />approximately 3% higher than the engineer's estimate. This project involves a full depth <br />mill and overlay (reclaim) of Roselawn Ave as well as performing a 2" mill and overlay <br />on about 4 miles of street. With the additional funds from the seal coat program, staff will <br />work with the contractor to add some additional mill and overlay sections to the project. <br />However, the pavement prices were slightly higher than expected for this this projects (as <br />well as Victoria Street) so we may not use all of those funds in 2015 if we feel we can get <br />better pavement prices in 2016. <br />• 2015 Sanitary Sewer Lining Project: The contractor, Insituform, has begun lining sanitary <br />sewer. They are working on Segment 1, which consists of streets that are part of the 2015 <br />PMP. Pre -lining cleaning has begun on Segment 2. Newsletters were sent out to all of the <br />project areas. <br />• Twin Lakes Parkway Extension: The design for the extension of Twin Lakes Parkway to <br />Fairview Ave is underway. Staff anticipates being ready to advertise for bids in August <br />with construction possible beginning in September. There may be some building <br />demolition and soil remediation that occurs before that time. Given the complex nature of <br />the area particularly considering the potential for soil contamination, this timeframe may <br />need to be adjusted. <br />
