Regular City Council Meeting <br /> Monday,April 13,2015 <br /> Page 18 <br /> Mayor Roe noted the need to include an appropriate disclaimer as well. <br /> Councilmember McGehee suggested the City would provide advice for residents <br /> wanting this service from a vendor the ways to vet a vendor, in addition to that <br /> disclaimer. Councilmember McGehee advised that she was also in favor of add- <br /> . ing an additional year onto the program if the equipment would hold up in order <br /> to avoid springing this on residents immediately if they're still using this service. <br /> Councilmember McGehee suggested including information about this being the <br /> last year the program would be offered as part of the annual post card notice and <br /> alerting them to vendor information available on the City website for their refer- <br /> ence to allow residents to consider their options now to get that in place for 2016. <br /> In order to avoid incurring capital costs, Mayor Roe opined that it only made <br /> sense to discontinue the program given the few participants and to avoid continu- <br /> ing to subsidize the program with the storm water fund, since it was not all paid <br /> through user fees. Mayor Roe noted the need to have further discussion about op- <br /> erating the program in 2015, as the unusual costs due to weather and seasonal <br /> changes in 2014 may not happen again in 2015. <br /> Councilmember Laliberte noted that the City's communication team and their ef- <br /> forts have much improved, and the program has not been marketed as well in the <br /> past as much as other things. Councilmember Laliberte opined that if notices an- <br /> nounced that this was the last year for the service, the subsidy may be less than <br /> normal. <br /> Mayor Roe clarified that the additional cost in 2014 was weather-related. <br /> Councilmember Laliberte state that her prediction was that there would be more <br /> users in 2015. <br /> Noting that there were other services and programs provided by the City that were <br /> also subsidized, Councilmember McGehee opined that one more year for this <br /> program even as subsidized should not create any problems, and costs should not <br /> be any worse than 2014. Councilmember McGehee encouraged the communica- <br /> tions team to be brought on board. <br /> Mayor Roe sought any objection to directing staff that the program would be dis- <br /> continued after one more year, and that it be well communicated to residents. <br /> Hearing no objection, Mayor Roe confirmed that as the direction of the Council. <br /> Councilmember McGehee thanked Mr. Schwartz for his many years of service to <br /> the community. <br /> c.
