Regular City Council Meeting <br /> Monday, March 23,2015 <br /> Page 28 <br /> In talking about subarea 4, Councilmember Willmus echoed the comments of his <br /> colleagues, and in Councilmember Laliberte's earlier suggestion to consider a re- <br /> vitalization program for existing buildings expressed his openness to doing so. <br /> Councilmember Willmus noted that one thing seen that didn't come forward for <br /> this subarea from the planning survey respondents was their acceptance of some <br /> lighter industrial uses in the Twin Lakes area. If that can be accomplished in a <br /> manner consistent with the expectations of the neighborhood, Councilmember <br /> Willmus spoke in support of looking into that. <br /> Mayor Roe noted that the neighborhood petition was specific to their desire to re- <br /> zone to medium density residential (MDR); and based on that zoning such a des- <br /> ignation would preclude a medical clinic, daycare or other similar use. Mayor <br /> Roe suggested rezoning should include consideration to allow uses such as those <br /> versus only uses currently allowed in MDR designated zoning areas. <br /> Councilmember Willmus noted that there was no action taken on the petitions yet <br /> in whether or not to rezone from HDR to CMU. <br /> Mayor Roe recognized that, but wanted to clarify the limitations on uses for MDR <br /> versus HDR zoning. <br /> Councilmember Laliberte agreed that he intent was in agreement with considering <br /> such uses. <br /> Councilmember Etten opined that, whether expanding CMU designations or hav- <br /> ing a PUD process for some uses through expanding it, HDR beyond luxury <br /> apartments appeared to be undesirable. Councilmember Etten noted the money <br /> expended by the Vogel Company in their building purchase in that zone, and sug- <br /> gested if they had a sense of permanence, it would give them and other landown- <br /> ers the assurance that the City Council was behind them, at which time things <br /> would move in the desired direction for all. <br /> When discussing building upgrades, Councilmember McGehee opined that other <br /> uses (e.g. hair salons, coffee shops, small restaurants, etc.) would fit into that type <br /> of format and meet community desires as well (e.g. example along County Road <br /> B-2). <br /> Mayor Roe asked staff for a clarification of the previous rezoning of the Twin <br /> Lakes area as CMU. <br /> Mr. Bilotta responded that the process had been reviewed and approved for rec- <br /> ommendation by the Planning Commission and subsequently tabled by the City <br /> Council to a date uncertain. <br />
