Requested Changes to 2/17/2015 Retreat Minutes {Formatted:Centered <br /> Line 32-45,page 4 <br /> Councilmember McGehee seconded those comments, and chose to look at it from the <br /> development context. Councilmember McGehee opined that it was important for residents to <br /> maintain existing amenities through the City Council's maintenance of its tax base while not <br /> hurting existing residents and when considering development. She opined that we need to figure <br /> out why we wanted to do it-a development and get a community consensus of the goal to raise the <br /> City's tax base. As another example,if the decision is for a community center,Councilmember <br /> McGehee opined that this was a different process in which one should —first going to the <br /> community to see what they wanted and how they proposed to get thcrc, thus establishing and <br /> what the priorities were in the community being served by the City Council. At that point, <br /> Councilmember McGehee opined that the City Council could then come back to make things <br /> work within that a framework of consultation, cooperation and collaboration within the <br /> community, which she saw as the HOW. Councilmember McGehee stated that she strongly <br /> supported that this type of process rather than the way the City regularly did things,such as <br /> taking ideas from a development and trying to implement them by forcing—itthe ideas on a <br /> community that dees-did not support itthem. <br /> Line 37,page 5 <br /> To build on that, Councilmember McGehee opined that the transparency piece would be to <br /> provide citizens and the public with education,background and facts about each issue in order for <br /> them to help the City Council make the right choices to meet their expectations. <br /> Line 28,Page 13 <br /> Councilmember McGehee suggested that reviewing the process to change engagement <br /> and collaboration among staff departments, coupled with proactive development, and <br /> should provide additional time on the frontend that may not prove expensive or actually <br /> cost more. Councilmember McGehee opined that much more staff time and finances had <br /> been spent to coerce or ameliorate problems due to being reactive versus proactive. <br />
