City staff is currently looking to partner with the Capitol Region Watershed District (CRWD) on <br />� the acquisition of the parcel. The added protection to these water resources that ultimately drain <br />. to Lake McCarrons would be beneiicial to both parties. The Capitol Region Watershed District <br />.� will be considering our request for participation in the purchase of this parcel at their May 6tn <br />., Board meeting. Information on the result of the CRWD Board meeting will be presented at the <br />� City Council meeting. <br />.. Staff has met with the property owners to discuss the purchase price. The property owners are <br />���� willing to sell this parcel to the City for the intended use. <br />� If acquired, staff is proposing that this parcel be incorparated into the existing Pioneer Park <br />which borders this parcel to the north. <br />�': POLICY OBJECTIVE <br />��� � Section 4.2 of the City's Surface Water Protection Plan, Goal 2, Policy No. 3 states "The City <br />shall enforce the Shoreland, Wetland and Storm Water Management ordinance to regulate <br />alterations of shorelands and wetlands and to maintain existing aquatic, vegetation and wildlife <br />�. conditions to the maximum extent possible." By acquiring this parcel, the City and watershed <br />�-� will ensure the protection of the wetland buffer within this parcel and protect against potentia] <br />development on this parcel. The construction of the wetland feature will also help enhance the <br />�� water quality of the runoff currently entering this area from adjacent Victoria Street. <br />� Also stated in the same plan, Section 4.6 Coordination and Collaboration, Goal 6(Coordination <br />: and Collaboration), Policy No. 4, "The City shall seek opportunities to leverage limited available <br />., funding through project partnerships." The City and CRWD potentially can partner in the <br />c� � acquisition of this parcel for the overall beneiit of the adjacent wetland features as well as the <br />f overall watershed district. <br />5 FINANCIAL DISCUSSION <br />� An appraisal of the property determined that the cost of the necessary drainage and utility <br />� easement would be approximately $57,900 while the total value of the parcel is $96,500. <br />�: Staff would use funds from the City's Stormwater Utility Fund for the purchase of either the <br />��� easement or the full parcel.
