Regular Planning Commission Meeting <br />Minutes – Wednesday, April 1, 2015 <br />Page 8 <br />subcommittee including members of the Planning Commission had already been involved <br />351 <br />in those efforts. <br />352 <br />Mr. Bilotta noted that the consultant working with the City Council had asked for 2-3 <br />353 <br />subcategories in each area, but with the City Council’s emphasis on housing and <br />354 <br />redevelopment issues, they couldn’t get below four subcategories. Mr. Bilotta advised <br />355 <br />that part of those involved the SE area of Roseville that would be jointly addressed in the <br />356 <br />future by the Community Development Department and HRA in their varying roles, with <br />357 <br />some existing things already in progress. Mr. Bilotta noted other subcategories included <br />358 <br />the Twin Lakes Redevelopment Area, and overall move-up housing stock in the <br />359 <br />community. <br />360 <br />Mr. Bilotta advised that the Commission would most likely see the SE Roseville issue <br />361 <br />coming before it depending on action steps as their defined, with a lot of focus on the <br />362 <br />Karen community outreach, with an interagency work group involved since September of <br />363 <br />2014 and proceeding with some innovative ideas. Mr. Bilotta noted that the initial efforts <br />364 <br />had focused on code enforcement and social services, as well as recreational <br />365 <br />programming, but had evolved into larger physical items that would come before the <br />366 <br />Commission at some point in the future. <br />367 <br />As an example and at the request of Chair Boguszewski, Mr. Bilotta suggested it might <br />368 <br />involve some small area plan for that section of the community, and even though the <br />369 <br />HRA would most likely be the lead body, the Commission would be involved in helping <br />370 <br />make a determination on vacant parcels and current versus future uses, and any <br />371 <br />underlying zoning problems that may be evident, such as whether zoning was too narrow <br />372 <br />in some instances to address future uses. <br />373 <br />Specific to the Twin Lakes Redevelopment Area, Mr. Bilotta advised that as the <br />374 <br />Commission’s case load and agendas allowed, staff would bring forward an update on <br />375 <br />happenings over the previous winter months and following anticipated action steps by the <br />376 <br />City Council scheduled for their April 13, 2015 meeting, and involving the Commission <br />377 <br />related to code changes and small area planning. <br />378 <br />Mr. Bilotta encouraged commissioners to contact staff for updated information as they <br />379 <br />became aware of community discussions or activities that they wanted more information <br />380 <br />about. <br />381 <br />At the request of Member Daire, Mr. Bilotta expanded on the move-up housing concept <br />382 <br />being addressed by the City Council for certain areas of the community where a need <br />383 <br />was indicated, using a minimum value of approximately $350,000 to offer a different <br />384 <br />product to meet the demand of active seniors for one-level housing of various options. <br />385 <br />Mr. Bilotta noted that this would also involve the Planning Commission decision-making <br />386 <br />for infill plat processes that have proven difficult in the past, and often those areas that <br />387 <br />are currently available being considered as “my park” by adjacent residents and how or if <br />388 <br />that affected move-up housing. Mr. Bilotta advised that discussion would involve existing <br />389 <br />codes and how to promote more opportunities for that move-up housing stock. <br />390 <br />At the request of Chair Boguszewski, Mr. Bilotta advised that a lot had been heard from <br />391 <br />seniors about their interest in one-level housing as they moved from single-family homes <br />392 <br />and were not yet ready for a co-op or other type of home, and could impact their ability to <br />393 <br />remain in Roseville if that need was not met. <br />394 <br />Adjourn <br />7. <br />395 <br />Chair Boguszewski concluded by offering his best wishes to new commissioners with their first <br />396 <br />meeting, and expressed his interest in getting to know them better as they worked together. <br />397 <br />Chair Boguszewski adjourned at approximately 7:43 p.m. <br />398 <br />
