Regular Planning CommissionMeeting Minutes –Wednesday, April 1, 2015 Page 8 subcommittee including members of the Planning Commission had already been involved 351 in those efforts. 352 Mr. Bilotta noted that the consultant working with the City Council had asked for 2-3 353 subcategories in each area, but with the City Council’s emphasis on housing and 354 redevelopment issues, they couldn’tget below four subcategories.Mr. Bilotta advised 355 that part of those involved the SE area of Roseville that would be jointly addressed in the 356 future by the Community Development Department and HRA in their varying roles, with 357 some existing things already in progress.Mr. Bilotta noted other subcategories included 358 the Twin Lakes Redevelopment Area, and overall move-up housing stock in the 359 community. 360 Mr. Bilotta advised that the Commission would most likely see the SE Roseville issue 361 coming before it depending on action steps as their defined, with a lot of focus on the 362 Karen community outreach, with an interagency work group involved since September of 363 2014 and proceeding with some innovative ideas.Mr. Bilotta noted that the initial efforts 364 had focused on code enforcement and social services, as well as recreational 365 programming, but had evolved into larger physical items that would come before the 366 Commission at some point in the future. 367 As an example and at the request of Chair Boguszewski, Mr. Bilotta suggested it might 368 involve some small area plan for that section of the community, and even though the 369 HRA would most likely be the lead body, the Commission would be involved in helping 370 make a determination on vacant parcels and current versus future uses, andany 371 underlying zoning problems that may be evident, such as whether zoning was too narrow 372 in some instances to address future uses. 373 Specific to the Twin Lakes Redevelopment Area, Mr. Bilotta advised that as the 374 Commission’s case load and agendas allowed, staff would bring forward an update on 375 happenings over the previous winter months and following anticipated action steps by the 376 CityCouncil scheduled for their April 13, 2015 meeting, and involving the Commission 377 related to code changes and small area planning. 378 Mr. Bilotta encouraged commissioners to contact staff for updated information as they 379 became aware of community discussions or activities that they wanted more information 380 about. 381 At the request of Member Daire, Mr. Bilotta expanded on the move-up housing concept 382 being addressed by the City Council for certain areas of the community where a need 383 was indicated, using a minimum value of approximately $350,000 to offer a different 384 product to meet the demand of active seniors for one-level housing of various options. 385 Mr. Bilotta noted that this would also involve the Planning Commission decision-making 386 for infill plat processes that have proven difficult in the past, and often those areas that 387 are currently available being considered as “my park” by adjacent residents and how or if 388 that affected move-up housing.Mr. Bilotta advised that discussion would involve existing 389 codes and how to promote more opportunities for that move-up housing stock. 390 At the request of Chair Boguszewski, Mr. Bilotta advised that alot had been heard from 391 seniors about their interest in one-level housing as they moved from single-family homes 392 and were not yet ready for a co-op or other type of home, and could impact their ability to 393 remain in Roseville if that need was not met. 394 Adjourn 7. 395 Chair Boguszewski concluded by offering his best wishes to new commissioners with their first 396 meeting, and expressed his interest in getting to know them better as they worked together. 397 Chair Boguszewski adjourned at approximately 7:43p.m. 398
