At the time this report was prepared, Planning Division <br />107 <br />staff has not received any comments from these organizations. <br />108 <br />RSG <br />OSEVILLE TRATEGIC OALS <br />109 <br />As a part of this year’s City Council strategic planning efforts, ithas set a goal of facilitating the <br />110 <br />development of “move-up” housing units. “Move-up” housing is generally understood to occupy <br />111 <br />a segment of the residential real estate market that is above the first-time-homebuyer segment. <br />112 <br />The City Council mentioned that it considered homes over $350,000 as representing move-up <br />113 <br />housing, and the goal of facilitating development in this market segment is to providemore local <br />114 <br />options for people who are ready to move out of their starter homes, thus increasing the <br />115 <br />availability of more affordable homes for first-time buyers.No such housing units have been <br />116 <br />developed since this goal was established in March 2015; the applicant has indicated that the six <br />117 <br />dwellings that would be developed pursuant to the proposed platare expected to sell within the <br />118 <br />noted price range of move-up homes. <br />119 <br />RA <br />ECOMMENDEDCTION <br />120 <br />By motion, recommend approval of the proposedpreliminary plat <br />of the property at 311 <br />121 <br />County RoadB, based on the comments and findings of this report,andsubject to the following <br />122 <br />conditions: <br />123 <br />a.The Public Works Department shall approve easements, rights-of-way, grading and <br />124 <br />drainage, and public utility requirements as necessaryto meet the applicable standards <br />125 <br />prior to the approval of the final plat orissuance ofpermits for site improvements; <br />126 <br />b.The applicant shall create ahomeowners’ association or other suitable mechanism for <br />127 <br />considerationat the time of final plat approval to ensure the proper maintenance of the <br />128 <br />large drainage and utility area in the rear of Lot 6 as well as the storm water facilities <br />129 <br />therein.
