REQUEST FOR PLANNINGCOMMISSION DISCUSSION <br />DATE:5/6/2015 <br />ITEM NO:6 <br />DivisionApprovalAgenda Section <br />OB <br />THER USINESS <br />Item Description:Review the proposed acquisition of a parcel of land abutting Victoria <br />Streetby City ofRoseville. <br />B <br />ACKGROUND <br />1 <br />Minnesota Statute 462.356 establishes how a City is to effect or realize the goals of its <br />2 <br />Comprehensive Plan once adopted. This particular statute actually precedes the requirement to <br />3 <br />adopt a zoning code that reinforces the Comprehensive Plan, and it requires the City’s “planning <br />4 <br />agency” to review all proposals by the City(or a “special district or agency thereof”)to acquire <br />5 <br />or dispose of land and make findings as to the compliance of the acquisition or disposal with the <br />6 <br />Comprehensive Plan.ForRoseville, the Planning Commission is the “planning agency” <br />7 <br />identified in the statute. <br />8 <br />As a part of the Victoria Street Reconstruction project, the City is installing new storm water <br />9 <br />pipes to provide better stormwater management along the corridor. To meet the requirements of <br />10 <br />the Capital Region Watershed District, this pipe must outlet into a stormwater device (such as a <br />11 <br />pond or rain garden) prior to draining into the adjacent wetlands. Also, as part of the project, the <br />12 <br />City is installing a new pathway which, at one point along the corridor, will fill in a small amount <br />13 <br />of existing wetland adjacent the Victoria Street. As a result, the City must mitigate for the loss of <br />14 <br />that wetland resource. <br />15 <br />In order to mitigate both of these items, the City is proposing tocreate a new wetland feature that <br />16 <br />would meet both the requirements for the stormwater management as well as the wetland <br />17 <br />mitigation. This feature is proposed to be constructed on a parcel of land between Pioneer Park <br />18 <br />and the north sides of 1967, 1971, and1975 Victoria Street. This is an undeveloped 1.5-acre <br />19 <br />parcel that has significant water quality potential,a diverse mix of mature tree species in the <br />20 <br />upland, and 0.65 acres of a Freshwater Forested/Shrub Wetland; this wetland type within a <br />21 <br />wooded buffer in the City of Roseville is extremely rare. <br />22 <br />The proposed wetland feature would take up approximately 11,000 square feet of the 1.5-acre <br />23 <br />parcel, or about 17% of total land area. However, as the feature is proposed to be constructed <br />24 <br />along Victoria Street to provide the most cost effective access to the stormwater system on <br />25 <br />Victoria, the proposed construction would cause considerable damages to the overall value of the <br />26 <br />lot as it would essentially sever the remaining high ground area from access to Victoria Street. <br />27 <br />The City had an appraisal completed for the open parcel. If the City was to purchase only the <br />28 <br />11,000 square foot easement necessary for the wetland feature, the appraised cost would be <br />29 <br />$57,900. The total value of the parcel was appraised at $96,500. <br />30 <br />City staff is working with the Capital Region Watershed District to obtain a grant from them in <br />31 <br />order to purchase the parcel outright. This would allow the City to protect this wooded buffer and <br />32 <br />perhaps provide additional stormwater improvements and potential future wetland credits by <br />33 <br />Victoria Street parcel acquisition discussion <br />Page 1of 3 <br /> <br />
