Human Rights Commission Minutes
April 15, 2015 — Draft Minutes
92 contests could be graded on including adherence to the contest theme, originality, appeal, and
93 craftsmanship. She said there are questions of how to receive projects, store these projects, and
94 if they should be displayed. They could look at displaying these projecs at City Hall, he
95 Community Center, the Roseville Library, or there may be an opportunity to partner with the
96 Roseville Area School Art display that occurs at HarMar. They could also consider having
97 participants sign a copy of the question to eliminate some of the confusion on what is being
98 asked. She asked if they should go to the Council or the State with recommendations because
99 they do want to tie into the State contest.
100
101 Commissioner Singleton stated if they are looking at doing a Roseville contest outside of the
102 State sponsored one they could do that but if the recommendation is going to the State as far as
103 asking for changes in their process then he would recommend sending a feedback form to all the
104 member commissions and getting their feedback and incorporating this into one proposal for the
105 League of Minnesota Cities. They may be open to changes, especially if it maintains the
106 integrity of the Essay Contest.
107
108
109
1]0
111
112
113
114
115
116
117
118
119
Chair Groff suggested the Commission review the proposal and provide feedback at the next
meeting before passing the recommendation to the League.
Commissioner Christiansen asked if they were discussing making specific changes or if changes
should be made in general.
Chair Groff stated they are looking at recommending specific changes because participation
statewide has decreased.
Commissioner Bachhuber stated she would like to be able to put together a recommendation for
the Commission to vote on at the next meeting.
120 Commissioner Christiansen stated she could understand the teachers concerns. Writing is
121 important and she would agree with expanding the grade level participation but it would be
122 taking away from the need for critical thinking and writing. We want to be able to promote
123 critical thinking and the ability to express this in our children. If the Commission wanted to do
124 different categories that would be better than judging all forms together.
125
126
127
128
129
130
131
132
Commissioner Bachhuber stated artists and writers would be in separate categories. Accarding
to what other communities have done poetry would be considered written and would be judged
with essays.
Commissioner Christiansen asked if there could be subdivisions within each category so that
poetry and stories are not judged with essays.
133 Commissioner Bachhuber stated this could be done. One of the problems they have is money. If
134 you are awarding for each category, subcategory and grade group there would be a total of 14
135 subcategories with three (3) winners in each group.
136
