HRA Meeting <br />Minutes – Tuesday, April 21, 2015 <br />Page 8 <br />1 <br />2 <br />3 <br />Motion: Member Etten moved, seconded by Member Elkins to reopen previously tabled <br />4 <br />action and reconsider hiring of a consultant to assist with an update of the HRA’s 2012- <br />5 <br />2016 Strategic Plan. <br />6 <br />7 <br />Ayes: 7 <br />8 <br />Nays: 0 <br />9 <br />Motion carried. <br />10 <br />11 <br />Motion: Member Masche moved, seconded by Member Majerus to direct staff to <br />12 <br />approve the hiring of Ms. Barbara Raye to facilitate the HRA’s update of its 2012-2016 <br />13 <br />Strategic Plan, at a contracted amount not to exceed $2,700. <br />14 <br />15 <br />Member Majerus opined that, for the record, when the HRA as a body made a motion in the <br />16 <br />future for the HRA’s Executive Committee to meet, his expectation was that they would meet <br />17 <br />and develop their recommendation for the full body. Member Majerus noted that the <br />18 <br />Executive Committee had been tasked to address timeline issues and address any conflicts of <br />19 <br />the City Council and HRA. <br />20 <br />21 <br />Chair Maschka noted this was another discussion point for the strategic planning exercise to <br />22 <br />address things learned through trial and error. <br />23 <br />24 <br />Member Etten noted the unique circumstances with the Executive Director being on leave; and <br />25 <br />the flexibility needed to determine what worked and what did not, as outlined in staff’s report <br />26 <br />of day-to-day activities with current staffing availability. <br />27 <br />28 <br />Member Etten, in his role of City Councilmember, provided the City Council’s perspective in <br />29 <br />asking the HRA to hear their strategic plan prior to holding their respective planning sessions <br />30 <br />to make sure both bodies were on track with priorities and focus in the upcoming future. <br />31 <br />Member Etten noted that the City Council would not have their first look at the strategies <br />32 <br />developed by staff since the strategic planning exercise, making the HRA’s update of their <br />33 <br />initiatives premature until the goals were aligned. Member Etten noted his own frustration, as <br />34 <br />well as that of the City Council, in the process taking longer than initially anticipated. <br />35 <br />However, Member Etten asked that the HRA reconsider if it wanted to push the timeframe and <br />36 <br />ask the City Council to move up the joint meeting with the HRA, while also cautioning the <br />37 <br />HRA about the number of items already contained on those May agendas. <br />38 <br />39 <br />Member Wall opined that the HRA had been delayed for several months, and the sooner it <br />40 <br />could get together the better. Member Wall stated that he was not criticizing the City Council <br />41 <br />for the delay, but suggested they do their thing and the HRA do its own thing. <br />42 <br />43 <br />Member Etten agreed that the delays were frustrating; and admitted that the City Council had <br />44 <br />learned a lesson about the need to start strategic planning in the fall of the prior year rather <br />45 <br />than at the beginning of the year. However, Member Etten asked the full body about their <br />46 <br />preferences in concurring with the requested schedule from the City Council versus not <br />47 <br />waiting. <br />48 <br />49 <br />Chair Maschka noted the need to hear what strategic initiatives the City Council thought the <br />50 <br />HRA should be taking; and under those circumstances, those two needed to dovetail in order to <br />51 <br />resolve the relationship issue between the City Council and HRA. <br />52 <br />53 <br />Member Masche concurred, opining that the HRA should follow the recommendations of City <br />54 <br />Manager Trudgeon. <br />55 <br /> <br />
