Roll Call <br />10 <br />11 <br /> Present: <br />Chair Dean Maschka; and Commissioners Bill Majerus, William Masche, Susan <br />12 <br />Elkins, Jason Etten, Vicki Lee, and Dan Wall <br />13 <br />14 <br />Excused: <br />HRA Executive Director Jeanne Kelsey <br />15 <br />16 <br /> Also Present: <br /> City Manager Pat Trudgeon; Councilmember Bob Willmus <br />17 <br />18 <br />3.Approval of Minutes <br />19 <br />20 <br />Motion: Member Majerus moved, seconded by Member Elkins to approve the Regular HRA <br />21 <br />Meeting Minutes of March 31, 2015 as presented. <br />22 <br />23 <br />Ayes: 7 <br />24 <br />Nays: 0 <br />25 <br />Motion carried. <br />26 <br />27 <br />4.Announcements, Agenda Adjustments, Recognitions, Correspondence, and Comments <br />28 <br />29 <br />Roseville U Announcement <br />a. <br />30 <br />City Manager Pat Trudgeon noted the reinstatement of Roseville University for 2015, and <br />31 <br />revisions made for a new series of fifteen sessions available to residents to learn about local <br />32 <br />government. Registration and additional information are available by phone or via the City’s <br />33 <br />website. <br />34 <br />35 <br />5.Community/Citizen Comments <br />36 <br />37 <br />a.Rita Mix, 3207 Old Highway 8 <br />38 <br />Ms. Mix stated her purpose was to call attention to the HRA of two properties directly adjacent <br />39 <br />to their townhome association, on whose behalf she was appearing. Ms. Mix reviewed the <br />40 <br />history of their townhome development, built in 2000, and displayed several maps showing <br />41 <br />various property amenities and areas of her concern. Ms. Mix noted their townhome’s history <br />42 <br />and concerns regarding an easement to address drainage to a wetland and which areas of the <br />43 <br />adjacent properties were actually developable and those that she wished could be preserved so <br />44 <br />as not to negatively impact their property. Ms. Mix noted the two jurisdictions, Roseville and <br />45 <br />St. Anthony for this development area; contingencies put in place for a Planned Unit <br />46 <br />Development (PUD) for remaining parcels yet to be developed; and no development being <br />47 <br />successful over the last fifteen years in this area. <br />48 <br />49 <br />Ms. Mix addressed the wetland area as an amenity for their townhomes, an area for a variety of <br />50 <br />wildlife; and other concerns including current zoning changed in 2010 to High Density <br />51 <br />Residential (HDR). <br />52 <br />53 <br />Ms. Mix advised that her concern was regarding an apparent development proposal for <br />54 <br />development at this time, and questioning whether or not those issues had been addressed that <br />55 <br />would or could negatively on their townhome property, particularly the limited backyard area <br /> <br />
