Attachment A <br />Exhibit A <br />2015 Scope of Services <br />(1/1/15 – 12/31/15) <br />The City shall perform necessary and requested services for the actions and activity of the <br />HRA summarized as follows: <br />1.Day-to-Day HRA Management and Support. <br />a.Provide day-to-day management of the HRA actions and activities; <br />b.Implement the programs, objectives, and policies of the HRA Strategic <br />Plan and HRA Board, <br />c.Serving as liaison with the Metropolitan Council, Ramsey County, <br />Minnesota Housing Finance Agency and other partners regarding <br />programs and services, <br />d.Monitor and manage housing programs and existing obligations including <br />the HRA budget; <br />e.Monitor and manage HRA contract obligations including programs and <br />services of the Housing Resource Center; <br />f.Prepare agenda, minutes, reports, resolutions and other support <br />information in preparation of meetings of the HRA and attend all HRA <br />monthly and special Board meetings; <br />g.Prepare and monitor information affecting the HRA on the City web page; <br />h.Conduct research related to housing and economic development issues at <br />the request of the HRA; <br />i.Conduct public relations activities for the housing programs, economic <br />development programs and activities of the HRA; <br />j.Present the HRA with an annual work plan outlining the coming years <br />goals and desired outcomes; <br />k.Manage and facilitate the annual Roseville Home and Garden Fair, and <br />l.Other actions requested or directed by the HRA Board. <br />2.Financial Services. <br />a.rocess bi-weekly payroll and payment of invoices. <br />t <br />b.Provide monthly reporting including summaries of past and current <br />revenues and expenditures. <br />c.Provide assistance and guidance in the preparation of the HRA’s annual <br />budget. <br />d.Coordinate the selection of a CPA firm and the preparation of all audit <br />work papers for the purposes of conducting an annual financial audit. <br />(Audit costs shall be paid by the HRA). <br />e.Establish and maintain all banking and investment relationships and <br />procedures. <br />f.Provide for the proportionate share of office space, office supplies, etc. <br />g.Maintain coverage for the HRA and its activities, on the City’s insurance <br />policies. <br />3.Neighborhood Enhancement/Business Enhancement Programs (NEP/BEP). <br />a.Provide inspection, enforcement, monitoring and reporting services to <br />implement the NEP/BEP <br /> <br />
