�►� <br />�►.-�._ <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />V `�� �.� <br />Date: June 8, 2015 <br />Item No.: 8.g <br />City Manager Approval <br />Item Description: Request by the Community Development Department for an approval of <br />an amendment to the Joint Cooperation Agreement with the Ramsey <br />County Housing and Redevelopment Authority ("Authority") for the <br />allocation of funding for Community Development Block Grant <br />("CDBG") and Home Investment Partnership Act ("HOME") programs <br />BACKGROUND <br />The City has had a cooperative agreement with the Authority since approximately 1985 for the <br />allocation of CDBG funding from the U.S. Department of Housing and Urban Development <br />("HUD"). This cooperative agreement with the Authority allows more funding to be allocated to <br />Ramsey County since the population of all cooperating jurisdictions are accumulated together for <br />the funding formula. <br />In 1992, the Home Investment Partnership Act ("HOME") was also added as a financial resource <br />for Ramsey County under this cooperative agreement. <br />Traditionally, this agreement renews automatically unless a municipality indicates that it wishes <br />to opt out. <br />This year, HUD is requiring an amendment to clarify that municipalities may not trade CDBG <br />funds but must use them in accordance with Title 1 of the CDBG Act. <br />The attached agreement has blanlc spaces for the identifying information of the original <br />agreement. This is intentional. Staff contacted Authority staff who indicated they did not have <br />that information at this time and that other cities were sending in their agreements with the <br />blanks remaining so that the Authority can fill them in later. <br />POLICY OBJECTIVE <br />This action encourages cooperation between the City and the Authority to maximize federa] <br />funding available for use in Ramsey County, including Roseville. <br />BUDGET IMPLICATIONS <br />It is anticipated that the opportunity for additional federal funding could facilitate future project <br />opportunities that would otherwise need to be funded by the general levy, City of Roseville HRA <br />levy or other sources. <br />Page 1 of 2 <br />
