Attachment B <br />AMENDMENT TO JOINT COOPERATION AGREEMENT <br />WHEREAS, the Ramsey County Housing and Redevelopment Authority ("Authority") <br />and City of Roseville ("Municipality"), each a political subdivision of the State of Minnesota, <br />entered into a joint cooperative agreement dated , as amended <br />("Agreement"); and <br />WHEREAS Title I of the Housing and Community Development Act of 1974, 42 U.S.C. <br />§5301 et seq•, as amended, ("CDBG Act") provides for a program of community development <br />block grants; and <br />WHEREAS, computation of a county's population as an Urban County as that term is <br />used in the CDBG Act included the Municipality with which it has entered into the Agreement to <br />undertake or to assist in the undertaking of essential activities pursuant to community <br />development block grants; and <br />WHEREAS, HUD Notice CPD-15-04 requires that an Urban County requalifying in <br />fiscal year (FY) 2015 for the FY 2016-2018 qualification period is required to make any <br />necessary revisions to its cooperation agreements at the time that it requalifies; and <br />WHEREAS, the Authority is requalifying for the FY 2016-2018 qualification period and <br />therefore amends and restates the Agreement. <br />Now, Therefore, the Parties agree to amend the Agreement as follows: <br />Paragraph 4 should be amended by the addition of the following: <br />O. The Municipality may not sell, trade, or otherwise transfer all or any portion of its <br />CDBG funds to another metropolitan city, urban county, unit of general local <br />government, or Indian tribe, or insular area that directly or indirectly receives CDBG <br />funds in exchange for any other funds, credits or non-Federal considerations, but must <br />use such funds for activities eligible under Title I of the CDBG Act. <br />2. Except as modified herein, the terms of the Agreement shall remain in full force and <br />effect. <br />
