���� r�� � �a�� ��a �� l� �� �If� <br />� County Manager's OfFice <br />May 15, 2015 <br />Mayor Dan Roe <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Dear Mayor Roe: <br />Attachment C <br />Ramsey County has been an Entitlemer�t Urban County ar�d received an annual allocation of <br />Cnmmunity Development Blocl< Grant iCDBG) dollai�s thrcugh the U.S. Department of Housing and <br />Urban Development (HUD) since 1986. This money has been used to undertake housing and <br />community development activities primarily benefiting the low and moderate income residents of <br />suburban Ramsey County. In 1992, the Home Investment Partnership Act (HOME) program was <br />also added as a resource for the County. Ramsey County's eligibility for both programs and the <br />actual dollar amount received are based upon the population accumulated through the number of <br />jurisdictio��s that join with us. <br />Sixteer, suburban communities have chasen to �artici�ate in the agreement process over the past <br />tnirry years, ensuring a guaranteed annuaf allccaYion fior the County and those suburban <br />municipalities that desire to actively participate in tl�,e program. <br />Our records siiow that since 19f�5 your community has signed cooperation agreem2nts with the <br />County to ensure eligibility. The agreement provides for automatic renewal unless a municipality <br />notifies the county in writing by June 19, "L015 that you wish to opt out. <br />This year, there is a required amendment to the a�reement �,vhich must be made at the time of <br />requalification. The amendment states that a: <br />Municipality may not sell, tracde, or otherwise transfer all or any portion of its CDBG <br />funds to another metropolitan city, urban county, unit of general local yovernment, or <br />Indian tribe, or insular area that directly or indirectly receives CDBG funds in exchange for <br />any other funds, creaits or nvn-,�euer:�l c:,n,s:d�rat;ons, b;�t must use such funds for <br />activities eligible under Title 1 of th,e CUBG Act. <br />A copy of the amendment is attached to this letter. Please return a fully executed copy by June 1, <br />2015. <br />in addition, HUD requires that all participar�ts be notified that: <br />1. If a municipality chooses to remain with the urban county, it is ineligible to apply for grants <br />�..�nder the State CDSG program (Small Cities) ��.�hile part of the urban county. <br />:%. If <: r.�unicipa!itv is part of the urban county, it is also a�,articipant in the Hi�IVIE program; a"nd <br />3.
