Department Approval
% "`f p
Item Description:
BACKGROUND

REQUEST FOR COUNCIL ACTION
Date: June 8, 2015
Item No.: 8.h
City Manager Approval
Approve Purchase of a New Medical Response Vehicle
The Fire Department continually evaluates the Fire Apparatus Fleet and the need to replace
apparatus as they age and require increased costs of maintenance. The Fire Department is
looking to bolster our medical response apparatus capabilities while decreasing our 20-year
capital improvement costs.
The Fire Department maintains a fleet of two medical response vehicles. In the past we have
purchased a new Chevrolet Suburban every two to three years to replace an existing medical
response vehicle. Going forward the fire department would like to transition to a larger utility-
style vehicle that provides several operational advantages. These advantages include, but are not
limited to, more space in the interior cab, the ability to hold and transport more equipment,
increased safety features with equipment storage and turnout gear storage located outside of the
passenger compartment. In addition to the operational benefits of the transition the fire
department will experience significant iinancial improvement by making the transition. The
utility-style vehicle will have a longer vehicle chassis and body life, allowing us to replace less
often. The fire department will only have to buy a whole new vehicle every 15-16 years, with a
chassis change out occurring every 7-8 years. This significantly decreases the current CIP with
the suburban model and plan in mind.
This purchase will be utilizing the State Bid system through the State of Minnesota.
Furthermore this new vehicle replacement plan includes the trade-in or sale of an existing
suburban to assist with off-setting some ancillary costs.
The Fire Department expects delivery of this new medic vehicle mid-fall 2015.
FINANCIAL IMPACTS
Funding for the replacement of this apparatus is currently part of the 2015 CIP budget; however
the initial purchase of the new utility-style vehicle will be more than what is currently budgeted.
It is however, anticipated this new vehicle style and replacement plan will save the city in
excess of $300,000 over the course of the existing CIP to 2035. Attached is an annual price
breakdown for this response vehicle over the course of the next 20-years of CIP.
