Alternatively, coordination between the City and the <br />9� developer may result in a larger storm water management system to accommodate storm water <br />9s from the broader neighborhood, in which case, the proposed easement area could become an <br />s9 outlot to be dedicated to Roseville along with the storm water facilities for public ownership and <br />100 maintenance. <br />101 PUBLIC COMMENT <br />�02 At the time this report was prepared, Planning Division staff has not received any <br />� o; communications from members of the public about the proposal. <br />10� OUTSIDE AGENCY COMMENT <br />105 Because of the subject property's location abutting Ramsey County Road B and Minnesota <br />�06 Highway 36, comments have been solicited from the offices of the Ramsey County Engineer and <br />�07 Minnesota Department of Transportation. At the time this report was prepared, Planning Division <br />�08 staff has not received any comments from these arganizations. <br />109 ROSEVILLE STRATEGIC GOALS <br />� � o As a part of this year's City Council strategic planning efforts, it has set a goal of facilitating the <br />111 development of "move-up" housing units. "Move-up" housing is generally understood to occupy <br />� � 2 a segment of the residential real estate market that is above the first-time-homebuyer segment. <br />113 The City Council mentioned that it considered homes over $350,000 as representing move-up <br />� �4 housing, and the goal of facilitating development in this market segment is to provide more local <br />115 options for people who are ready to move out of their starter homes, thus increasing the <br />116 availability of more affordable homes for first-time buyers. No such housing units have been <br />� � � developed since this goal was established in March 2015; the applicant has indicated that the six <br />� � 8 dwellings that would be developed pursuant to the proposed plat are expected to sell within the <br />� � 9 noted price range of move-up homes. <br />120 RECOMMENDED ACTION <br />�2� By motion, recommend approval of the proposed preliminary plat of the property at 3ll <br />122 County Road B, based on the comments and findings of this report, and subject to the following <br />123 conditions: <br />�24 a. The Public Works Department shall approve easements, rights-of-way, grading and <br />� 25 drainage, and public utility requirements as necessary to meet the applicable standards <br />� 26 prior to the approval of the final plat or issuance of permits for site improvements; <br />�2� b. The applicant shall create a homeowners' association or other suitable mechanism far <br />�2s consideration at the time of final plat approval to ensure the proper maintenance of the <br />� 29 large drainage and utility area in the rear of Lot 6 as well as the storm water facilities <br />� 3o therein. Alternatively, the applicant may work with Public Works staff to implement a <br />� 3� regional storm water facility to be dedicated to the City in an outlot for public ownership <br />132 and maintenance. <br />� 33 c.
