Mr. Grefenberg ex- <br />pressed his unwillingness to be part of a commission that came in after the fact <br />and rubber stamped what staff had put together. While it was within the City <br />Council's authority to proceed, Mr. Grefenberg encouraged them to not only talk <br />the talk but walk the path of civic engagement and seek more input from commis- <br />sions and the public. Mr. Grefenberg further opined that another format was <br />needed beyond that provided by this type of public comment opportunity. Mr. <br />Grefenberg suggested that the City Council meet with advisory commissions as <br />they had already done with staff 3-4 times; and asked that the Mayor and City <br />Manager meet with the CEC rather than have the staff liaison to the CEC serve in <br />that role, since he hadn't been present for any of these discussions. <br />Sharon Sanders, S McCarron's Blvd. <br />Ms. Sanders also noted her status as a citizen not a customer; and agreed with <br />previous speakers and Councilmember Willmus on the need to push the time back <br />and seek public feedback as well as have six month reviews moving forward. <br />Ms. Sanders noted her attendance at the Planning Retreat and hearing the City <br />Council and staff state their desire for community engagement. However, Ms. <br />Sanders opined there appeared to be confusion city-wide about the definition of <br />civic and community engagement. Ms. Sanders advised that she had joined the <br />CEC because she wanted to help, and thought at least they would be reviewing <br />this strategic plan. Ms. Sanders asked for that time to allow the CEC to review <br />the plan and offer their suggestions before adoption. Since the draft notes are <br />public, Ms. Sanders agreed with the suggestion of Mr. Grefenberg, that citizens be <br />given time to become aware of the discussions and in the interest of community <br />engagement, see what feedback was forthcoming toward that cultural change. <br />Donna Spencer, 2267 Laurie Road <br />As a recent, three-year resident of Roseville, formerly living in St. Paul and Min- <br />neapolis, Ms. Spencer admitted she had not read this report in full yet, but sought <br />the opportunity to do sa In agreement with previous speakers, Ms. Spencer <br />opined it would be ideal to provide the CEC and Task Forces serving under the <br />commission to review this document and provide their feedback and comments, <br />further opining that there was already wark underway in those groups that could <br />serve to improve the document. <br />Ms. Spencer also agreed with the sentiment for giving the public a chance to re- <br />view the strategic plan and have advisory commissions meet with the City Coun- <br />
