Regular City Council Meeting <br /> Monday, May 11,2015 <br /> Page 19 <br /> value rentals and other targets identified and questioned whether those numbers <br /> had come from. <br /> Mr. Bilotta stated that staff had simply attempted to predict what a reasonable <br /> number of living-wage jobs may be in the two-year time frame for discussion <br /> purposes only. <br /> Regarding owner-occupied housing and rental value changes, Mr. Bilotta noted <br /> that these estimates were for five years, through 2020, with considerable fluctua- <br /> tion being seen at this time across the City, and staffs attempts to compare it with <br /> inflation over that same five year period, again hard to predict and depending on <br /> the numbers impacted by all units for that type of housing stock. <br /> For clarification, Mayor Roe noted that the targets would become part of the dis- <br /> cussion for anything the Council eventually adopted.-, <br /> Specific to the KOI for "SE Roseville, Councilmember McGehee congratulated <br /> staff and the working group on their efforts to-date in starting from the bottom-up <br /> to achieve a good plan for that area rather than trying to force it in one direction <br /> or another, which she found to be a new approach for Roseville. However, Coun- <br /> cilmember McGehee cautioned that the efforts of the working group not become <br /> so formalized as to become a rigid extension of City government. <br /> While supporting all of the strategic targets proposed by staff, regarding the initia- <br /> tive to "establish a Twin Lakes economic development program," Councilmember <br /> McGehee expressed her anticipation of what was projected. <br /> Councilmember Etten echoed the comments of Councilmember McGehee specific <br /> to the SE Roseville working group, as well as questioning long-term economic <br /> development plans for the Twin Lakes area. Councilmember Etten stated that his <br /> questions regarding move-up housing and rezoning had been addressed by Mr. <br /> Bilotta's response to Councilmember Willmus's similar concerns. <br /> Specific to the SE Roseville working group, Mayor Roe clarified that those efforts <br /> were and should remain open to general public participation as well as that of the <br /> neighborhood. Mayor Roe stated that he envisioned involving feedback from <br /> people living and/or doing business there as well to make sure they were part of <br /> the process. Mayor Roe also noted the need to look at a long-term redevelopment <br /> plan for the area as a more formalized process as well as short-term efforts. <br /> Specific to move-up housing, Mayor Roe stated he was leery of tying that to <br /> MDR zoning, since he wasn't sure the values would be $350,000 or more; and <br /> opined that multiple strategies were needed, with the MDR serving as only one <br /> tool. Mayor Roe noted that single-family homes, similar to those having gone up <br /> over the last few years, could also help to accomplish that goal, such as facilitat- <br /> ing that type of development in single-family designated zoning areas or pockets <br />
