RSG <br />OSEVILLE TRATEGIC OALS <br />94 <br />As a part of this year’s City Council strategic planning efforts, ithas set a goal of facilitating the <br />95 <br />development of “move-up” housing units. “Move-up” housing is generally understood to occupy <br />96 <br />a segment of the residential real estate market that is above the first-time-homebuyer segment. <br />97 <br />The City Council mentioned that it considered homes over $350,000 as representing move-up <br />98 <br />housing, and the goal of facilitating development in this market segment is to provide more local <br />99 <br />options for people who are ready to move out of their starter homes, thus increasing the <br />100 <br />availability of more affordable homes for first-time buyers. No such housing units have been <br />101 <br />developed since this goal was established in March 2015, but a home in this category is under <br />102 <br />construction at 1840 Hamline Avenue that was facilitated by an HRA program and another plat <br />103 <br />for six such homes is still in the development and review process.
