RSG
OSEVILLE TRATEGIC OALS
140
As a part of this year’s City Council strategic planningefforts, it has set a goal of facilitating the
141
development of “move-up” housing units. “Move-up” housing is generally understood to occupy
142
a segment of the residential real estate market that is above the first-time-homebuyer segment.
143
The City Council mentioned that it considered homes over $350,000 as representing move-up
144
housing, and the goal of facilitating development in this market segment is to provide more local
145
options for people who are ready to move out of their starter homes, thus increasing the
146
availability of more affordable homes for first-time buyers. No such housing units have been
147
developed since this goal was established in March 2015, but a home in this category is under
148
construction at 1840 Hamline Avenue that was facilitated by an HRA program, and two other
149
platstotaling24such homes arestill in the development and review process. Mr. Muellerhas
150
previously indicated that the dwellings that would be developed pursuant to the proposed Oak
151
Acresplat are expected to sell within the noted price range of move-up homes.
152
RA
ECOMMENDEDCTION
153
By motion, recommend approval of the proposedpreliminary plat
of the property at 2201
154
Acorn Road, based on the comments and findings of this report, andsubject to the following
155
conditions:
156
a.The Public Works Department shall approve easements, grading and drainage, storm
157
water management, and utility requirements as necessaryto meet the applicable standards
158
prior to the approval of the final plat orissuance ofpermits for site improvements;
159
b.Permits for site improvements shall not be issued without evidence of an approved permit
160
from the watershed district;and
161
c.Final plat approvalshall not be issued without approval of a tree preservation plan,
162
accounting for any impacts not yet anticipated, by the Community Development
163
Department.
164
AA
LTERNATIVE CTIONS
165
Pass a motion to table the item for future action.
Tabling beyond August 7, 2015may require
166
extension of the 60-day action deadline established in City Code §1102.01E
167
By motion, recommend denialof the proposedpreliminary plat.
A recommendation to deny
168
should be supported by specific findings of fact based on the Planning Commission’sreview of
169
.
the application, applicable zoning or subdivision regulations, and the public record
170
Prepared by:SeniorPlanner Bryan Lloyd
651-792-7073 | bryan.lloyd@ci.roseville.mn.us
Preliminary plat information
Attachments:A:Area map
C:
Aerial photoConcept review materials
B:D:
PF15-010_RPCA_070115
Page 5of 5
