Regular Planning CommissionMeeting <br />Minutes –Wednesday, June 3, 2015 <br /> <br />Page 6 <br />Member Daire noted it appeared, from the site plan that the curb cuts on Perimeter Drive <br />244 <br />were in approximately the same location and should provide evidence of any potential <br />245 <br />access conflicts as the previous use as a Denny’s Restaurant. <br />246 <br />Mr. Paschke noted this use created the need to address circulation internally to <br />247 <br />determine any conflicts and the ability to maneuver around the site and existing vehicles <br />248 <br />from theexistingfrom drive-through, and considering pedestrians or bicycles.Mr. <br />249 <br />Paschke noted that requirements for a sidewalk and striping should provide better <br />250 <br />delineation than would have been addressed in past code. <br />251 <br />Chair Boguszewski expressed his agreement with staff’s interpretation that the requested <br />252 <br />CU is not in conflict with guidance of the Comprehensive Plan.However, Chair <br />253 <br />Boguszewski stated that he may be in disagreement with Policy 1.6 and whether a drive- <br />254 <br />through can in any way improve walkability.Otherwise,in tone, Chair Boguszewski <br />255 <br />agreed that the analysis was spot on, and since this area was one with a conglomeration <br />256 <br />of drive-through uses, there should be no major issue.Chair Boguszewski agreed with <br />257 <br />staff’s explanation about the curved front yard and their rationale in locating the drive- <br />258 <br />through on the south versus the east side.Chair Boguszewski commended staff on a <br />259 <br />straightforward and well-put-together report. <br />260 <br />Member Bull also expressed his appreciation for the thorough write-up by staff, and <br />261 <br />appreciated their analysis of the access points moved as far away from the radius as <br />262 <br />possible, which he opined should help area traffic. <br />263 <br />Applicant RepresentativesAlex Berger, RSP Architects; Doug Johnson, Spire <br />264 <br />Construction Manager with Oliver Real EstateServices;and Ed Angstman,Chief <br />265 <br />Engineer with Spire Credit Union <br />266 <br />Mr. Berger Alex expressed the applicant’s excitement to develop this site and expand the <br />267 <br />character of Spire Credit Union on this long-vacant site.In working with staff on this site <br />268 <br />plan, Mr. Bergeropined that it represented an elegant, simplesolution to brighten the <br />269 <br />area even more. <br />270 <br />Mr. Johnson agreed, opining it would prove a good addition to the City of Roseville, while <br />271 <br />brightening Spire Credit Union’s identity and establish a strong presence forthem in the <br />272 <br />community they serve. <br />273 <br />Mr. Angstmanadvised that the Credit Union’s members had long awaited a drive-through <br />274 <br />option. <br />275 <br />Regarding construction and in addition to the comments of Mr. Paschke, Chair <br />276 <br />Boguszewski asked the applicant’s representatives to address the broader questions and <br />277 <br />concerns raised by the adjacent school regarding construction and safety assurances. <br />278 <br />Mr. Johnson responded that, as with any site with construction activity present, there <br />279 <br />would be a number of heavy trucks involved as soil conditions were amended.Mr. <br />280 <br />Johnson advised that there was no plan for removal of soils off site, simply correcting <br />281 <br />them upfront and prior to construction, and only involving a short period of time for the <br />282 <br />bulk of that work and limited to several access points.Mr. Johnson stated his intent to try <br />283 <br />to hold that activity to the south end of the site and be sensitive to morning peak traffic to <br />284 <br />further alleviate those safety concerns.As the Project Manager for Spire Credit Union, <br />285 <br />Mr. Johnson offered his personal attention to be sensitive to those safety and traffic <br />286 <br />impact concerns in this already retail-saturated area. <br />287 <br />Chair Boguszewski thanked Mr. Johnson for being willing to address these safety <br />288 <br />concerns, including precautions related to containment of odors and chemicals during the <br />289 <br />construction process, and encouraged his commitment moving forward. <br />290 <br />Mr. Johnson noted that a contractor had yet to be selected; however, he reported that <br />291 <br />one of his key elements in that selection was related to safety.Mr. Johnson advised that <br />292 <br />he typically held his contractors to an even higher standard, and further noted that the <br />293 <br /> <br />
