1 PROPOSAL <br />2 Greater Metropolitan Housing Corporation (GMHC) proposes to demolish the decommissioned <br />s fire station and replat the property into 181ots for development of one-family, attached and <br />4 detached townhomes. The proposed preliminary plat information, the staff analysis presented in <br />5 the Request for Planning Commission Action, and other supporting documentation is included <br />s with this report as RCA Exhibit A. <br />7 The preliminary plat meets or exceeds all applicable requirements except for providing drainage <br />� and utility easements, and the Planning Commission's approval recommendation included three <br />9 conditions as follow: <br />1 o a. The Public Wo�^ks Department shall approve easements, rights-of-way, grading and <br />�� drainage, storm water inanagement, and public utility requirements as necessary to meet the <br />� 2 applicable standards prior to the approval of the final plat or issuance of permits for site <br />13 irnprovements; <br />1� b. Permits for site impr�ovements shall not be issued without evidence of an approved perinit <br />�5 from the Ramsey-Washington Metro Watershed District; and <br />�6 c. Final plat approval shall not be issued without approval of a tree preservation plan, <br />� � accountingfor any impacts not yet anticipated, by the Community DevelopmentDepartment. <br />� 8 Since the Planning Commission met, GMHC's development team has begun working with <br />�� Roseville's consulting arborist to develop the tree preservation plans to satisfy condition "c" of <br />2o the recommended preliminary plat approval. <br />21 PUBLIC COMMENT <br />22 The public hearing for this application was held by the Planning Commission on July 1, 2015; <br />23 draft minutes of the public hearing are included with this report as RCA Exhibit B. No members <br />24 of the public spoke to this issue at the public hearing and, after discussing the application, the <br />2� Planning Commission voted unanimously to recommend approval of the proposed preliminary <br />26 plat. At the time this report was prepared, Planning Division staff has not received any additional <br />2� public comments. <br />28 ANTICIPATED PROJECT TIMELINE <br />29 This project is part of the City's redevelopment of the Dale Street Fire Station. A detailed <br />3o timeline of the current status of that project is contained in the related RCA calling for the public <br />3� hearing for modification of TIF Districts 10 and 12. <br />32 RECOMMENDED ACTION <br />33 Pass a motion approving the proposed Garden Station preliminary plat of the property of <br />34 the property at 2325 and 2335 Dale Street, and 657, 661, 667, and 675 Cope Street, based on the <br />35 public record, the findings and recommendation of the Planning Commission, and the content of <br />s6 this RCA, subject to the following conditions: <br />3� a. The Public Works Department shall approve easements, rights-of-way, grading and <br />38 drainage, storm water management, and public utility requirements as necessary to meet <br />3g the applicable standards prior to the approval of the final plat or issuance of permits for <br />4o site improvements; <br />4� b.
