1 PROPOSAL 2 Greater Metropolitan Housing Corporation (GMHC) proposes to demolish the decommissioned s fire station and replat the property into 181ots for development of one-family, attached and 4 detached townhomes. The proposed preliminary plat information, the staff analysis presented in 5 the Request for Planning Commission Action, and other supporting documentation is included s with this report as RCA Exhibit A. 7 The preliminary plat meets or exceeds all applicable requirements except for providing drainage � and utility easements, and the Planning Commission's approval recommendation included three 9 conditions as follow: 1 o a. The Public Wo�^ks Department shall approve easements, rights-of-way, grading and �� drainage, storm water inanagement, and public utility requirements as necessary to meet the � 2 applicable standards prior to the approval of the final plat or issuance of permits for site 13 irnprovements; 1� b. Permits for site impr�ovements shall not be issued without evidence of an approved perinit �5 from the Ramsey-Washington Metro Watershed District; and �6 c. Final plat approval shall not be issued without approval of a tree preservation plan, � � accountingfor any impacts not yet anticipated, by the Community DevelopmentDepartment. � 8 Since the Planning Commission met, GMHC's development team has begun working with �� Roseville's consulting arborist to develop the tree preservation plans to satisfy condition "c" of 2o the recommended preliminary plat approval. 21 PUBLIC COMMENT 22 The public hearing for this application was held by the Planning Commission on July 1, 2015; 23 draft minutes of the public hearing are included with this report as RCA Exhibit B. No members 24 of the public spoke to this issue at the public hearing and, after discussing the application, the 2� Planning Commission voted unanimously to recommend approval of the proposed preliminary 26 plat. At the time this report was prepared, Planning Division staff has not received any additional 2� public comments. 28 ANTICIPATED PROJECT TIMELINE 29 This project is part of the City's redevelopment of the Dale Street Fire Station. A detailed 3o timeline of the current status of that project is contained in the related RCA calling for the public 3� hearing for modification of TIF Districts 10 and 12. 32 RECOMMENDED ACTION 33 Pass a motion approving the proposed Garden Station preliminary plat of the property of 34 the property at 2325 and 2335 Dale Street, and 657, 661, 667, and 675 Cope Street, based on the 35 public record, the findings and recommendation of the Planning Commission, and the content of s6 this RCA, subject to the following conditions: 3� a. The Public Works Department shall approve easements, rights-of-way, grading and 38 drainage, storm water management, and public utility requirements as necessary to meet 3g the applicable standards prior to the approval of the final plat or issuance of permits for 4o site improvements; 4� b.
