"Move-up" housing is generally understood to occupy <br />a segment of the residential real estate market that is above the first-time-homebuyer segment. <br />The City Council mentioned that it considered homes over $350,000 as representing move-up <br />housing, and the goal of facilitating development in this market segment is to provide more local <br />options for people who are ready to move out of their starter homes, thus increasing the <br />availability of more affordable homes for first-time buyers. No such housing units have been <br />developed since this goal was established in March 2015, but a home in this category is under <br />construction at 1840 Hamline Avenue that was facilitated by an HRA program and another plat <br />for six such homes is still in the development and review process. GMHC has indicated that the <br />dwellings that would be developed pursuant to the proposed Garden Station plat are expected to <br />sell within the noted price range of move-up homes. <br />RECOMMENDED ACTION <br />By motion, recommend approval of the proposed preliminary plat of the property at 2325 <br />and 2335 Dale Street, and 657, 661, 667, and 675 Cope Street, based on the comments and <br />findings of this report, and subject to the following conditions: <br />111 a. The Public Worlcs Department shall approve easements, rights-of-way, grading and <br />1 � 2 drainage, storm water management, and public utility requirements as necessary to meet <br />� � 3 the applicable standards prior to the approval of the final plat or issuance of permits far <br />114 site improvements; <br />115 <br />116 <br />117 <br />118 <br />119 <br />b. Permits for site improvements shall not be issued without evidence of an approved permit <br />from the Ramsey-Washington Metro Watershed District; and <br />c. Final plat approval shall not be issued without approval of a tree preservation plan, <br />accounting for any impacts not yet anticipated, by the Community Development <br />Department. <br />120 ALTERNATIVE ACTIONS <br />�2� Pass a motion to table the item for future action. Tabling beyond August 1, 2015 may require <br />�22 extension of the 60-day action deadline established in City Code §1102.O1E <br />�2s By motion, recommend denial of the proposed preliminary plat.
