Department Approval <br />�� � <br />�:i � <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: 07/20/15 <br />Item No.: 8.m <br />City Manager Approval <br />Item Description: Approve IT Shared Service Agreement with the Mississippi Watershed <br />Management Organization <br />BACKGROUND <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />agreements (JPA) or Shared Services Agreements far the joint exercise of powers that are common to <br />each entity. Over the past several months, the Mississippi Watershed Management Organization <br />(MWMO) and the City of Roseville have held on-going discussions in regards to the sharing of IT <br />support services. Specifically, for the support of computers and other network devices. <br />The MWMO generally comprises the Mississippi River basin portion of the cities of Lauderdale, <br />Minneapolis, St. Anthony Village, St. Paul, Fridley, Columbia Heights, and Hilltop. <br />The City of Roseville currently employs fourteen full-time employees to administer the information <br />systems for the City of Roseville and 35 other municipal and governmental agencies. The proposed <br />Agreement with the MWMO is similar to the other agreements in both structure and substance. <br />The attached Agreement has been approved by the MWMO and is awaiting approval from the Roseville <br />City Council. <br />POLICY OBJECTIVE <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />� the Imagine Roseville 2025 process. <br />FINANCIAL IMPACTS <br />The proposed Agreement provides non-tax revenues to support City operations. The hourly rates charged <br />to other cities or entities are more than the cost of a City employee; yet substantially lower than could be <br />obtained from private companies — hence the value to other cities is greater. For 2015, it is projected that <br />the services provided to MWMO will include on-going services in the amount of $26,637 annually. <br />Page 1 of 2 <br />
