l� <br />��. � <br />REQUEST FOR COUNCIL ACTION <br />Date: July 20, 2015 <br />Item No.: 8.f <br />Department Approval City Manager Approval <br />� <br />Item Description: Receive Authorization to Accept Minnesota Department of Commerce Grant <br />Funds- Crime Scene Processing Equipment <br />BACKGROUND <br />The Roseville Police Department requested funding from the Minnesota Department of <br />Commerce, Division of Insurance Fraud Prevention Auto Theft Prevention Program for the <br />purchase of crime scene processing equipment to safely and effectively process physical <br />evidence, specifically latent fingerprints from recovered stolen vehicles in Roseville. Safe and <br />reliable crime processing equipment will increase the ability of the department's newly formed <br />Crime Scene Team to process recovered stolen vehicles. According to statistics compiled by the <br />Minnesota Bureau of Criminal Apprehension (BCA), 91 motor vehicle thefts were reported in <br />Roseville in 2014. Approximately 87% of those stolen vehicles were recovered. Auto theft <br />criminals remain highly elusive and arrest rates for this type of crime remain low. Through <br />additional processing, the Department intends to increase auto theft arrests and prosecution <br />capabilities with the primary goal of decreasing automobile thefts in the City of Roseville. <br />On July 2, 2015, the Department was awarded $2,112 in grant funds to purchase latent <br />fingerprint crime scene processing equipment- See Attachment A. <br />PROPOSED ACTION <br />Allow the Roseville Police Department to accept the $2,112 in grant funds to be used as <br />requested. Through use of specialized latent �ngerprint processing equipment, the Department's <br />goal will be to achieve an increase in the number of auto theft suspects apprehended with a <br />greater goal of decreasing automobile thefts in the City of Roseville. <br />BUDGET IMPLICATIONS <br />There is no match required by this grant; therefore, no cost to the City of Roseville. Any ongoing <br />costs after the grant expires will be funded by Roseville Police Department forfeiture funds or <br />other grants and donations. <br />STAFF RECOMMENDATION <br />Allow the Roseville Police Department to accept the Minnesota Department of Commerce grant <br />funding thereby allowing the purchase of specialized crime scene processing equipment by <br />August 2015. <br />REQUESTED COUNCIL ACTION <br />Authorize the Mayor and City Manager to sign the attached two copies of the State of <br />Page 1 of 2 <br />
