Department Approval <br />._ �� --- G �---- <br />Item Description: <br />BACKGROUND <br />��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: July 20, 2015 <br />Item No.: 8.g <br />City Manager Approval <br />Approve Resolution Awarding Contract for the St. Croix Storm Sewer Lift <br />Station Project <br />Staff has identified a need to improve the St. CroiX Storm Sewer lift station with an updated <br />facility. This lift station is located off of St. Croix Street between Terminal Road and North <br />Highway 36 Service Drive. This lift station was originally constructed in 1967 and is in our <br />capital replacement plan for rehabilitation. <br />The City retained SEH, Inc., to develop plans and specifications needed to reconstruct this lift <br />station; this contract for engineering services was approved by the City Council in January, <br />2015. Proposals for the construction of the project were received on June 24, 2015. Overall Best <br />Value procurement was used for this project. We received one proposal for this work and have <br />reviewed and scored it utilizing the best value format. The categaries used to establish the <br />technical score for the proposals included: <br />• Past performance survey forms <br />• Experience/Performance in construction projects in similar size and functions within the <br />last five years <br />• Experience of the assigned job superintendent and foreman in supervising construction of <br />projects similar in size and functions within the last five years <br />• Availability of major equipment to complete this project in a satisfactory manner <br />The formula used in the contractor selection process to determine the proposer's adjusted price <br />was the proposer's base bid divided by the proposer's aggregate average technical score as a <br />percentage based on a high score of 100. The following shows the best value technical score and <br />the adjusted score for the firm who submitted a proposal. <br />Company Technical Bid Price Adjusted Price <br />Score Base Bid (Bid Price/Technical Score %) <br />Magney Construction, 91 $770,875 $847.115.38 <br />Inc. <br />Two alternates were included in the proposal. Alternate 1 is to upsize the proposed generator <br />�� from a 250 kW, listed in the base bid, to 450 kW. The additional cost is $25,000. The larger <br />generator will allow for both pumps to run at the same time in the event of a power outage; the <br />smaller generator would only be able to support one running pump. Alternate 2 is to include <br />� variable frequency drives (VFDs); VFDs allow for more control in pond level by varying flow <br />Page 1 of 2 <br />
