The Secretary shall keep a list of all members of the Association showing the <br />date each person became or ceased to be a member. The books of the Secretary shall <br />be at all times subject to inspection by any member of the Association or by the State <br />Auditor. The Secretary shall, at each Regular Meeting of the Board of Trustees, make a <br />report in writing, showing the names of all persons who have become or ceased to be, <br />members since the last report. The Secretary shall examine all claims for benefits and <br />report to the Board of Trustees whether or not they are properly submitted before <br />consideration thereof by the Board. <br />On or before August 1st each year as part of the certification of the financial requirements <br />and minimum municipal funding obligation required by Minnesota law, the Secretary shall <br />calculate and certify to the governing body of the City of Roseville the average amount of <br />available financing per active covered firefighter for the most recent three year period, in <br />the manner required by Minnesota law. <br />Section 25A Provision of Minutes <br />Minutes of all meetings, together with other documents designated by the Board, shall be <br />provided to the ex-officio members of the Board of Trustees and may be made available <br />at the City Hall for review by the public to the extent that such information does not <br />otherwise contain privileged information. <br />Section 26 Duties of the Treasurer <br />The Treasurer shall keep accounts of all monies of the Association received or disbursed <br />and shall deposit all monies and valuables in the name of and to the credit of the <br />Association in such banks and depositories as the Board of Trustees shall designate. All <br />checks for the payment of money shall be signed by the Treasurer and countersigned by <br />the President or Secretary. No checks shall be signed in blank. It shall be the duty of the <br />Treasurer to receive and receipt for all monies belonging to the Association; to keep a <br />correct account, in the books kept for that purpose, of all monies received and disbursed, <br />to keep a separate and distinct account of the two funds of the Association, and to <br />prepare for and present to the Board of Trustees at each annual meeting thereof and at <br />such other times as the Board shall direct, a complete and detailed statement in writing of <br />the assets of the Association and the amount belonging to each of said two funds, and to <br />collect all interest, dividends and other earnings on the assets of the Association. At each <br />Regular Meeting of the Board of Trustees, the Treasurer shall report to the Board the <br />names of all persons to whom benefits or pensions have been paid, and the amount paid <br />to each, the amount of money received since the last report and the source thereof, the <br />amount of money paid out and expended during such time and for what purpose, the <br />12 <br />
