<br />communication systems for Twin Lakes as a whole, and the Council has determined that these goals, <br />among others stated in the Twin Lakes Master Plan, would be most effectively implemented by <br />designation of a Master Developer to coordinate specialized redevelopers of specific land uses, <br />construction of streets and utilities, and environmental clean-up, based on City plans and with City <br />assistance. <br /> <br />1.05 The Rottlund Company, Inc. ("Rottlund") has requested that it be designated as the <br />City's tentative Master Developer for Twin Lakes. <br /> <br />1.06 In its preliminary proposal to the City dated November 14,2003, Rottlund proposes to <br />invest time, expertise and money to continue to work with the City to voluntarily acquire all property <br />in Twin Lakes, refine a plan (the "Implementation Plan") to implement the Twin Lakes Master Plan, <br />coordinate specialized development firms such as, but not limited to, Roseville Properties, Welsh <br />Companies and Ryan Companies US, Inc., coordinate transportation, storm water and other <br />infrastructure improvements, provide accountability and responsibility for implementing the Twin <br />Lakes Master Plan and complete environmental clean-up. <br /> <br />1.07 Rottlund has requested that the City provide an exclusive negotiation period with <br />Rottlund with respect to redevelopment of Twin Lakes. <br /> <br />Section 2. <br /> <br />Findings. <br /> <br />2.01 The City hereby finds that the redevelopment of Twin Lakes, and designation of <br />Rottlund as the tentative Master Developer for such redevelopment, promote the objectives outlined <br />in the Twin Lakes Master Plan. <br /> <br />Section 3. <br /> <br />Authorizations. <br /> <br />3.01 The City hereby agrees that it will negotiate exclusively through March 22,2004 with <br />Rottlund for the redevelopment of Twin Lakes and designation ofRottlund as the Master Developer <br />of Twin Lakes, during which period the following actions shall occur: <br /> <br />(i) Rottlund, at its own expense, shall conduct any analysis ofthe environmental <br />and geotechnical condition of Twin Lakes as it deems necessary in order to <br />carry out the responsibilities of a Master Developer as set forth in Rottlund's <br />letter to the City dated November 14,2003 and such other responsibilities <br />and obligations to be negotiated with the City; <br /> <br />(ii) The City and Rottlund shall agree upon the terms of a memorandum of <br />understanding which, if approved by the Council on March 22, 2004, shall <br />become the basis of a Master Developer Agreement or an Agreement for <br />Private Redevelopment to be negotiated between the City and Rottlund; <br /> <br />(iii) Rottlund shall agree to work with an Advisory Stakeholder Task Force to be <br />appointed by the Council (to include property owners, residents, <br /> <br />2 <br />
