Community Development Department <br />Memo <br />To: <br />Lonnie Brokke, Director of Parks and Recreation <br />From: <br />Paul Bilotta, Community Development Director <br />Date: <br />7/28/2015 <br />Re: <br />Langton Lake Park issues <br />The past year has been a very busy one in the area of Twin Lakes planning processes with substantial <br />changes proposedbothin land use controls and the extension of Twin Lakes Parkway to Fairview <br />Avenue. <br />As part of that process, there were some large meetings to seek open ended input from the community <br />and some of the input received related to the two parks that are contained in the neighborhood, <br />particularly Langton Lake Park. <br />The summary document of comments can be found online at the following location: <br />http://www.ci.roseville.mn.us/DocumentCenter/View/17192 <br />The park references are in the open ended questions portion (pp. 19-48). <br />Other reference materials related to Twin Lakes planning can be found at the following location: <br />http://www.ci.roseville.mn.us/2787/Twin-Lakes-Active-Projects <br />In the discussions with the City Council that have followed the public input process, Community <br />DevelopmentStaff brought forward that the public had provided comments related towanting to <br />explorepossible expansion of Langton Lake Park. The City Council referred the issue to the Parks and <br />Recreation Commission for review and guidance. <br />In addition, Community Development Staff isactively working on economic development activities in <br />the area and there is a desire to proactively analyze any park expansion needs so that we can work <br />cooperatively to try to obtain these parkneeds in any future negotiationswith developers.These sorts <br />of items are much easier to accomplish if they are identified on the front end and can sometimes be <br />difficult if they aren’t addressed until the Parks and Recreation Commissionfirstsees a proposal for a <br />preliminary plat.We want to do what we can to avoid putting the Parks and Recreation Commission in <br />that sort of difficult position, if possible. <br />Page 1 <br /> <br />
