<br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota was duly held on the 9th day of February, 2004, at 6:00 <br />p.m. <br /> <br />The following members were present: Thlan, Schroeder, Maschka, Kough and Klausing <br /> <br />and, and the following were absent: none. <br /> <br />Member Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION 10193 <br /> <br />Authorizing Ramsey County and City staff to Test the <br />AutoMARK Voter Assist Terminal at Precinct Six during the <br />April 20, 2004 Special Municipal Election <br /> <br />WHEREAS, Voting is a basic privilege of citizenship in the United States and secrecy of the vote <br />is an important part of the democratic process; and <br /> <br />WHEREAS, The City of Roseville is committed to meeting the needs of all citizens regardless of <br />age, disability or health status; and <br /> <br />WHEREAS, Title ill, section 301 ofthe Help America Vote Act of2002 requires that there be an <br />accessible voting system in every precinct in the nation by 2006 for all individuals <br />with disabilities, including non-visual accessibility for the blind and visually <br />impaired, in a manner that provides the same opportunity for access and <br />participation as for other voters, including privacy and independence; and <br /> <br />WHEREAS, it is important that the City of Roseville, Ramsey County and the State of <br />Minnesota adequately observe and test new voting equipment to ensure that all <br />voters have the opportunity vote in secrecy and with ease. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City of Roseville approves the use and <br />testing of the AutoMARK Voter Assist Terminal at Precinct 6 during the April <br />20, 2004 Special Election. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Member Kough, <br />and upon a vote being taken thereon, the following voted in favor thereof, Thlan, Schroeder, <br />Maschka, Kough and Klausing, and <br /> <br />the following voted against same: none. <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
