HRA Meeting
Minutes – Tuesday, July 21, 2015
Page 12
1
2
As part of that, Chair Maschka suggested including a list of background work ongoing as part
3
of the current and updated Strategic Plan. Ms. Raye acknowledged that request for
4
constituency activities that continue ongoing and taking staff time; making sure – as previously
5
requested by Member Wall – to be clear on work accomplished during the second quarter of
6
2015.
7
8
Because the Strategic Plan had been put on hold, with the quarterly report to the HRA
9
provided by staff as an update of their staff’s work plan, Ms. Kelsey noted that had not been
10
accomplished for 2015 as it had been anticipated the Strategic Plan Update would be done
11
sooner than now. Ms. Kelsey noted part of that was due to the delay in the City Council
12
adopting their own Priority Policy Plan as well. Ms. Kelsey assured the HRA that staff would
13
revert back to that type of reporting information and daily staff workload that had not been
14
provided to the body this year to-date.
15
16
Motion: Member Etten moved, seconded by Member Wall to approve calling a special
17
meeting at a date to be determined based on schedules; for the purpose of finalizing goals
18
of the Strategic Plan Update.
19
20
Ayes: 5
21
Nays: 0
22
Motion carried.
23
24
10.Information Reports and Other Business (Reports by Staff and Board Members)
25
Ms. Kelsey briefly provided updated monthly reports.
26
27
a.Land Use Report
28
29
b.Development Activity Report
30
Ms. Kelsey highlighted a new bakery recently opened on Fairview Avenue and Terrace Drive
31
called the “Grateful Table;” offering products with all natural ingredients; and also offering
32
commercial bakery services to restaurants and hotels in the broader metropolitan area. Ms.
33
Kelsey encouraged HRA members to support this local small business by attending their
34
ribbon cutting ceremony, scheduled on September 15, 2015 at 3:30 p.m. with an open house
35
and samples offered. Ms. Kelsey advised that this business would be highlighted in the City
36
News newsletter, and served breakfast and lunch at this time, with five employees, but
37
continuing to grow and expand their hours as demand grew, including offering cooking classes
38
in the near future.
39
40
c.Update on Rental Licensing
41
Ms. Kelsey provided an update on the rental licensing program, now undertaking its six month
42
re-inspection process. As noted in the graph, Ms. Kelsey noted the success of the program and
43
its educational nature to-date, especially in addressing safety elements.
44
45
Member Etten concurred, noting that of the twenty-seven buildings on the six month re-
46
inspection schedule, twenty-six had moved to the top tier rating for inspections every three
47
years; and only one remaining at the one year rating. Member Etten noted this greatly
48
improved quality of life issues for tenants, owners/managers and for the entire community.
49
50
d.Foreclosure Report
51
Ms. Kelsey noted numbers continued to tick down for foreclosure statistics, and avoiding
52
displacement of families.
53
54
Discussion ensued regarding the normal number of foreclosures on a given year; projections of
55
future numbers; and what more detailed information may be available from past GIS data
